ITEM:  Correspondence and Reports

The Chamber of Commerce will be hold their Annual Holiday Social and business Reception.  It will be held on Thursday, December 16, 2004 beginning at 5:30 p.m. at the Mill on the River.
ITEM:  Minutes

The October 20, 2004 minutes were approved by general consensus of the Commission with one correction.

ITEM:  Conservation Commission

Commissioner Kelly wanted to bring to the Commissions attention that most innovative proposals are having trouble when getting to the permit process.  This is not only happening in the Town of South Windsor, but also in surrounding Towns.  Commissioner Kelly suggested that Jeff Folger document the Town of South Windsor’s experiences.  After that has happened, the commission can discuss whether we would like to get the Town Council involved to co-sign a letter to DEP.  Commission members made suggestions of whom they thought could help with this process.  A few ideas were Mayors, State Representatives, State Senators, CCM and CROG.

ITEM:  New Business

Appl. #04-72P – Brightman Circle Subdivision

Mr. Galen Semprebon, from Design Professionals came before the Commission to represent this application.  He explained that the project is located on the corner of Miller Road and Nevers Road consisting of 10.6 acres.  This is a conservation approval as there are no wetlands on the site.  A 10-lot subdivision is being proposed with a 700
foot cul-de-sac.  The site will be serviced by public water and public sewer.  The storm drainage system will discharge into a n on-site detention basin which will flow off of the site.  There will be a baysaver unit to treat the water.  The detention basin will be extended in order ot provide increased detention within the facility.  The aim is to provide water quality and at the same time taking care of neighborhood concerns regarding wet bottom basins.

Chairperson Warren stated that Jeff does have concerns regarding the travel time in the detention basin and he would like to see revisions on the plan prior to an approval.

Answering questions from the Commission, Mr. Sempebon explained that the basin as designed meets State and Town requirements.  There are options that can be discussed in order to create a design that will meet everyone’s needs.  The site presently has open fields and wooded areas.  As part of this project, it is being sought to maintain and augment to the vegetation around the perimeter in order to maintain a buffer between this development and existing residences.

Appl. #04-74P – River Walk Senior Residence Development

Mr. Peter DeMallie from Design Professionals came before the Commission to represent this application.  Mr. DeMallie explained that this is for 18 units previously approved by IWA/CC.  The Planning & Zoning Commission did not want the access drive on Sullivan Avenue.  The issue has been discussed and the access has been relocated to go out along the site frontage to Pierce Road.  The cross-country sanitary sewer line which was crossing the wetlands has been omitted form the plan, there fore the direct wetland impact will e eliminated.  There may be minor temporary impact.  Discharge of some of the units will go to gravity flow and some will be pumped to the sanitary sewer and Pierce Road.

Answering questions from the Commission, Mr. DeMallie explained that the units in the rear of the property will be in the same location as before, but the other units had to be moved in order to accommodate the street and other minor adjustments.  This modification is a net benefit for the IWA/CC.

Mr. Galen Semprebon informed Commission members that the plantings proposed along the previously approved sewer line will remain to act as a buffer between this development and existing residences.

Motion to:      approve with conditions appl. #04-74P – River Walk Senior Residence Development – Modification to an existing permit – 1235 Sullivan Avenue – Inland Wetland/Conservation Commission application for the construction of an 18-unit Senior Residence Development on 12.2 acres, private drive, stormwater structures, and associated improvements on property located westerly of Sullivan Avenue and northerly of Pierce Road.  RR rural Residential zone.

Conditions

1.      One blueprint copy of the entire set of plans and this letter reproduced thereon, must be submitted to this Commission.  This must be completed within 65 days of approval prior to any construction activity on the site.  Plans submitted to Planning & Zoning Commission shall be considered having met this requirement.

2.      The application shall indemnify and hold harmless the Town of South Windsor against any liability, which might result from the proposed operation or use.

3.      The permit is valid for five years and shall expire on November 17, 2009.  It is the landowner(s)/applicant(s) responsibility to track expiration dates and notify the Commission of a renewal request at least 65 days prior to expiration.

4.      All approvals required must be obtained and submitted prior to any activity on the site.

A contact person shall be identified on the plans.

Prior to any application of fertilizers or pesticides, a management plan shall be approved by the Environmental Planner.  This plan shall be included on the mylars and condominium by-laws documentation.

An annual soil test shall be performed on the site to determine the need for fertilizers in the planting year.


The applicant and/or condominium association shall provide a copy of the annual chemical application reports to the Town.  The reports will also indicate when the recommendations for the turf management plan will be implemented.

Wetlands that are disturbed during construction will be roto-tilled and replanted as offered by the applicant.

The growing medium for the detention basin should have a higher organic content.

Prior to construction, the applicant will install a temporary chained link fence at the limits of clearing in the vicinity of units 14 to 18.

Roof drains will be modified in accordance with the requirements of the Town Engineer.

Accept the offer of a conservation easement based on revisions made during the June 16, 2004 meeting.  Mitigation area creation and maintenance of wetland vegetation will be allowed in conservation area, the easement documents shall reflect this.

A three-year maintenance plan for the created wetlands shall be established and shall include prevention of invasive species.

The detail and design of the created wetland area to be added to the plans as approved by Town Staff.

Revision of the planting plan to be approved by Town Staff and added to the plans.

We recommend a bond in the amount of $15,000 be submitted to the Planning & Zoning Commission to ensure compliance with the erosion and sediment control measures.

We recommend a bond in the amount of $10,000 be submitted to the Planning & Zoning Commission to ensure creation of the stormwater structure and created wetlands area.  The bond shall be held for three growing seasons to ensure proper establishment.
