ITEM: Correspondence and Reports
Commission members discussed the Connecticut Association of Conservation and Inland Wetlands Commissions, Inc. There was an article titled Connecticut Supreme Court “Bags” Wildlife and Biodiversity as Primary Values of Inland Wetlands.
ITEM: Conservation Commission
There is another Eagle Scout that will be doing projects at the Michael Donnelly Preserve. More than 2/3 of the trail project should be completed this year. A grant application will be submitted in order to request money to be able to construct a bridge at the eastern portion of the property. Jeff stated that eventually he would like to have an open house so interested individuals can walk the property and see the work that has been done. It is proposed to construct a parking lot on Sullivan Avenue and West Road.
ITEM: Wetland Officer’s Report
Berry Patch
The culvert has started to be constructed.
Evergreen Walk
Jeff updated the Commission. He explained that four building permits have been issued. The fill on the site can not be used until it dries completely. The retaining wall near wetland #9 is currently being constructed.

By-Laws Review
Commission members discussed Article XII, Section 2; Article VIII, Section 2; Article XII, Sections 3 & 6. It was decided that Article XII, Section 2 and Article VIII, Section 2 will be discussed with the Town Attorney and brought back to the Commission for further discussion. Article XII, Sections 3 & 6 will be addressed during a meeting by the Chairperson summarizing the application before the applicant presents it to the Commission.
Jeff informed Commission members that the Planning & Zoning Commission is in the process of updating their regulations. It was felt that the IWA/CC’s sub-committee & PZC’s sub-committee should have a meeting to discuss this topic. IWA/CC comments to the Planning & Zoning Commission will be forwarded to each member.
