ITEM:  Minutes

The December 3, 2003 and December 17, 2003 minutes were approved by general consensus of the Commission.

ITEM:  Conservation Commission

There are two Eagle Scouts that have volunteered to do some projects at the Major Michael Donnelly Preserve.  If another Eagle Scout is interested, there could probably be 70% of the trail constructed this year.

Witch Hazel seedlings have been ordered.  The target date for planting is April 3, 2004 at the Nevers Road Park.

ITEM:  Wetland Officers Report

Evergreen Walk

They have ran into some problems with unsuitable fill material on the site.  There has been challenges with keeping the road clear.  They are sweeping twice a day and have replaced the anti-tracking pad once a week.  They will be required to vacuum out all of the catch basins on Buckland Road.  Erosion control measures have held up.

ITEM:  New Business

Appl. #03-94W – South Windsor Technologies Center

Mr. Galen Semprebon, Director of Engineering at Design Professionals came before the Commission to represent this application.  He explained that previously, this application has been approved for a 38 lot industrial subdivision by this Commission.  With that application process, there was an approved pump station.  After meeting with the Planning & Zoning Commission and Water Pollution Control Authority, it was advised to try to obtain access to the sewer on Rte. 5 and directly into the pump station on Rte. 5 instead of putting in a second pump station.  Access has been obtained but there will be the necessity to cross

underneath the railroad tracks.  There will be temporary impacts in three locations to the wetlands.  Under the railroad tracks, two pipes are proposed, this will elevate the need to install another pipe in case one fails.  The total impact for the installation of this sewer line is 330 square feet.

Jeff Folger stated that the erosion controls proposed are adequate.  The sewer line should be able to be installed and stabilized.  It is felt that the area will return to its present condition.

Answering questions from the Commission, Mr. Semprebon explained that the developers intent is to keep the impacts to a minimum and will follow the the recommendations and requirements of this Commission.  If this project is done during a dry period, there should be no problems with water.  The excavation for this pipe will be approximately 10 to 12 feet deep and 20 feet wide.

Jeff stated that this area is presently a forested area and with proper stabilization using grasses and conservation mix seed, the area should return back to the forested area quickly.

Motion to:      approve with conditions appl. #03-94W – South Windsor Technologies Center – Patria Road – Inland Wetland/Conservation Commission application to install a cross-country sanitary sewer line.  I Industrial zone.

Conditions:

1.      One blueprint copy of the entire set of plans and this letter reproduced thereon, must be submitted to this Commission.  This must be completed within 65 days of approval prior to any construction activity on the site.  Plans submitted to Planning & Zoning Commission shall be considered having met this requirement.

2.      The application shall indemnify and hold harmless the Town of South Windsor against any liability, which might result from the proposed operation or use.

3.      The permit is valid for five years and shall expire on January 7, 2009.  It is the landowner(s)/applicant(s) responsibility to track expiration dates and notify the Commission of a renewal request at least 65 days prior to expiration.

4.      All approvals required must be obtained and submitted prior to any activity on the site.

5.      A contact person shall be identified on the plans.

We recommend a bond in the amount of $5,000 be submitted to the Planning & Zoning Commission to ensure compliance with the Erosion and Sedimentation Control Measures.  This bond will be added to the bond set for the whole subdivision.

The construction of the detention basin should be done between July 1, 2004 and September 30, 2004 or at an appropriate dry period, in consultation with Town Staff.

Appl. #03-96P – Eagle Run Senior Residence Development

Mr. Skip Alford from Alford Associates came before the Commission to represent Mannarino Builders.  He explained that REMA Associates has determined that there are no wetlands on the property or 100’ from the property.  The topography pitches to the north.  The sanitary sewer in on Wood Pond Road and this development will hook up to this.  There will be a sedimentation basin, which will be fitted with an outlet control to retain the silt in the pond or basin during construction.  After construction, the outlet will be removed and this area will become a detention basin and water quality basin.  There will be a net decrease of about 9% in the rate of flow off this property after construction.  Siltation controls consist of perimeter protection and construction entrance pads.  This development will be hooked up to city sewers and water.

Jeff stated that the Town Engineer will be evaluating the drainage calculations as well as the size of the outlet orifice in the detention basin.  The size may need to be reduced to allow greater residence time.  It has been recommended to the applicant to provide infiltrators to try to further reduce the volume of water leaving this site.  The applicant has provided three infiltrators as well as some overland swales.  It was also recommended to the applicant that they provide habitat plantings along the perimeter of the rear of the houses.


Answering questions from the Commission, Jeff explained that the infiltrators will be used for runoff from the roofs and yards.

Mr. Alford told Commission members that the impervious coverage is less than 60%.  There has been an increase in the size of the basin.  It will be approximately 130 feet longer in order to have good travel time for water.

Jeff stated that the erosion controls are adequate for what is being proposed and the water quality basin should be adequate.

Public

Mr. Scott Hubbard of 39 Woodland came before the Commission to voice his concerns.  He stated that the pond doesn’t drain well now and with this development the back yards will flood.

Jeff stated that the key is to change the runoff timing from the property.

Ms. Brenda Vetere of 49 Wood Pond Road came before the Commission.  He stated that water is not draining properly from this area and is concerned about erosion.  He felt the project looks nice, but does not want a larger water problem then what already exists.

Chairperson Warren asked Jeff to talk to Public Works to see if there is a blockage out there.  A memo should be sent to Public Works to ask them to evaluate the pond in relation to the water level.

Mr. Walter Edstrom of 63 Wood Pond Road came before the Commission.  Mr. Edstrom felt that the pond receives too much sediment.  The pond is staying at a level which is too high and he would like to see the water get directed where it should be.

Jeff stated that the residents concerns are all valid.  The Town has become diligent in collecting road sand in the last few years.  Previously the pond had received road sand.  The pond was becoming more of a swamp.


Motion to:      approve with conditions appl. #03-96P – Eagle Run Senior Residence Development – 548-558 Nevers Road – Inland Wetland/Conservation Commission application for the construction of a 20-unit Senior Residence Development on 7.8 acres, private road, stormwater structures, an associated improvements on property located easterly of Nevers Road, and southerly of Wood Pond Road.  RR Rural Residential zone.

Conditions:

1.      One blueprint copy of the entire set of plans and this letter reproduced thereon, must be submitted to this Commission.  This must be completed within 65 days of approval prior to any construction activity on the site.  Plans submitted to Planning & Zoning Commission shall be considered having met this requirement.
