ITEM:  Correspondence & Reports

Town Attorney Barry Guliano will come to the September 18, 2002 meeting to discuss the Fine Ordinance with the Commission.

Chairperson Warren read the resignation letter from Richard Nicholson to the Commission.

There will be a workshop held on Thursday, September 12, 2002 from 6:30 p.m. to 8:30 p.m. at the Waterford Library.  The program is Making the Most of the State DEP, Open Space Matching Grant Program and Saving Farmland.  Anyone interested in going should contact the Town Hall.

Appl. #02-34P - South Windsor Health Care Center

A letter was sent to the Commission requesting an extension (Attachment C).

Appl. #02-48P Summerwood  Senior Residence Development

Commission members discussed the application and whether they felt a public hearing would be necessary on this application.

Commissioner Heffler stated most calls to the Town Hall were probably Planning & Zoning issues and did not believe a public hearing would be necessary for this application   Public is always welcome to come to the meetings.

Commissioner Wasik felt there would be public interest on this application and a public hearing would be necessary.

Chairperson Warren stated that it is always safer to hold a public hearing for an application that is questionable.

Motion to:      hold a public hearing on September 18, 2002 - appl. #02-48P due to public interest - Summerwood Senior Residence Development - Inland Wetland/Conservation Commission application for the construction of a 20-unit SRD, stormwater structures, and associated improvements on property located southerly of Sharon Drive and westerly of Hilton Drive (Assessor's map #34, parcel #22) A-20 Residential zone.

ITEM:  New Business

Appl. #02-37P Charbonneau Site

Mr. Tim Coon from J.R. Russo and Associates came before the Commission to represent this application.  He explained that the site is currently two lots consisting of 3.57 acres, which the applicant would like to combine and make one lot.  The site will tie into existing utilities on Sandra Drive, including the sanitary sewer.  The project consists of a 20,000 square foot one story building, with 27 parking spaces and access on Sandra Drive.

The property currently slopes north to south and will continue to do so.  Roof runoff from the building will be directed to the rear of the building where it will go down a series of down spouts and discharge on the ground surface.  Runoff will continue through a grass swale at the rear of the building in order to pickup the runoff from the downslopes as well as any overland flow from the west.  The swale will carry the water downhill to the wetland at the toe of the slope.  The area to the north will continue to flow onto the site and be collected in an area drain.  The area drain will tie into a sediment chamber, which will be equipped with a catch basin grate to pick up runoff from the parking area prior to discharging into the existing system.  The sediment chamber is a type II sedimentation chamber.  Although Jeff Folger feels a more efficient system should be used, we feel the system is suitable for this site.

Proposed disturbances are as follows:

0.9 acres of wetland disturbance.
35,000 square feet of disturbance within the upland review area.
32,000 square feet of wetland fill that is associated with installation of the foundation and creation of the slope down to the wetlands.
200 square feet associated with the construction of the plunge pool.
400 square feet associated with bank stabilization.

Answering questions from the Commission, Mr. Coon explained that any alternative to this plan that is selected will be similar to the existing proposed use because the site is zoned industrial.  The proposed building can not be moved out of the wetlands because there is a sanitary sewer line that runs along the northern portion of the property, which the Town has an easement for.

Commissioner Kelly felt that Jeff's recommendations to have something more efficient then a type II sediment chamber is necessary because stormwater structures flow into Bancroft Brook.  Protection that close to the brook is important.

Commissioner Kelly also stated that the erosion and sediment issue upstream of Bancroft Brook needs to be addressed because more volume in here will start eroding the banks wider.  Coconut logs downstream seem like a good idea for stability, but this should be monitored.

An erosion control blanket has been added on the 2 to 1 slope in order to prevent further erosion.  The bank stream stabilization is proposed to be installed for 100' from the outfall to the property line.

Mr. Tim Coon told Commission members that the biggest problem with trying to document conditions on the stream is you can not go onto other people's property.  Mr. Coon also did not see how documenting will assist in the analysis of the stormwater.

Chairperson Warren stated that mitigation is usually a 1 to 1.  Mr. Coon stated that other alternatives have been looked at but it is felt that anywhere you may place a building on the lot, you will need to create a flat area for  a building and parking lot.  The footprints of the building can not be shifted in any direction.

Chairperson Warren then stated that the alternative to this plan is to build a smaller building.  Mr. Andre Charbonneau explained that if the building were constructed smaller, the two lots would need to stay as two lots and one lot would not be able to be used.

Commissioner Phillips stated he is concerned about the oils and other things that come off of industrial used trucks coming in and out of the warehouse.

Commissioner Kelly stated she felt that the proposed plan has less disturbance on it then if the lots were separate.

Commission members discussed again that a type II sediment chamber would not be suitable for this site and would like Town staff to make a decision on what would be appropriate on this site.

Motion to:      approve with conditions appl. #02-37P - Charbonneau Site - Sandra Drive - Inland Wetland/Conservation Commission application for the construction of a 20,400 square foot industrial building, parking, stormwater structures and associated improvements on property located westerly of Sandra Drive (Assessor's map #96, parcels #60 & 61) I, Industrial zone.

Conditions:

1.      One blueprint copy of the entire set of plans and this letter reproduced thereon, must be submitted to this Commission.  This must be completed within 65 days of approval prior to any construction activity on the site.  Plans submitted to Planning & Zoning Commission shall be considered having met this requirement.

2.      The application shall indemnify and hold harmless the Town of South Windsor against any liability, which might result from the proposed operation or use.

3.      The permit is valid for five years and shall expire on September 4, 2007.  It is the landowner(s)/applicant(s) responsibility to track expiration dates and notify the Commission of a renewal request at least 65 days prior to expiration.

4.      All approvals required must be obtained and submitted prior to any activity on the site.

5.      A contact person shall be identified on the plans.

6.      Type II sediment chamber be replaced with a type of sediment/pollutant removal chamber as approved by Town wetland staff.

7.      A drainage easement at least 30
8.      Current conditions of the downstream channel and surrounding areas be documented and three-year checks on the stability of the coconut logs be made.

9.      Stormwater treatment unit to be cleaned according to specifications.

10.     We recommend a bond in the amount of $20,000 be submitted to the Planning & Zoning Commission to ensure stream bank stabilization.

11.     We recommend a bond in the amount of $5,000 be submitted to the Planning & Zoning Commission to ensure compliance with the Erosion and Sedimentation Control Measures.

Appl. #02-39P - AMK Welding

Mr. Peter DeMallie came before the Commission to represent this application.  He explained that the site is a two-acre parcel.  The applicant would like to construct an 80' x 90' addition to an existing 13,000 square foot building.  There will be an impact on wetlands of 2,920 square feet to accommodate the addition.  Six parking spaces are proposed to be created, as well as 4,000 square feet of wetland creation. There are no alternative locations to place this addition.

Answering questions from the Commission, Mr. DeMallie explained that the ratio of wetlands created is better than 1 ½ to 1.  Mowing is currently done just once a year.  The commission would like the applicant to continue mowing this site just once a year.

Mr. Galen Semprebon explained that plants suggested have been placed on the plans, as well as the maintenance plan and operation plan.

E & S measures will consist of silt fencing to isolate the work that is being complete from the wetlands and stone sediment basin where the runoff immediately discharges.
