Chairperson Warren informed Commission members that she had received a phone call from Richard Nicholson.  He is resigning from IWA/CC because he will be moving to South Glastonbury.

Appl. #02-34P - South Windsor Health Care Center

The applicant requested to postpone the public hearing until July 24, 2002 because revisions to plans and the environmental report were not ready.  Commission members discussed the cost of legal notices and decided that the applicant would have to cover the cost to have this hearing notice reposted in the newspaper.

Appl. #02-22P Berry Farm Senior Development

Mr. Galen Semprebon came before the Commission to represent this application.  He explained that the following revisions have been made on this project.:

1.      Revisions to erosion control plan, the swales will be built and stabilized prior to construction.
2.      Berms and temporary piping will be complete after the swales are stabilized.
3.      Details of plantings that will be used for the swale and grass seed.  Both have been placed on the plans.
4.      Details of catch basins.

Answering questions from the Commission, Mr. Semprebon explained that at the top of the site there are better soils.  Infiltration of water in the lower courtyards will be done.  There will also be a stone trench constructed as part of this plan for infiltration.  Construction of the buildings are to begin one year from this fall.  The whole site needs to be development within two years.

Jeff stated that he felt the overall areas adjacent to the pond should have a significant net benefit to water quality affecting the pond after completion of this project.

Commission members discussed the use of fertilizer and pesticides on this site.  Mr. Ray Jefferson stated that the areas that would need fertilizers have been reduced significantly.

ITEM:  New Business

Appl. #02-37P - Charbonneau Site - Sandra Drive

Jeff told the Commission that there are two existing lots. They would like to combine the lots and construction a building.  The total amount of disturbance to the wetlands will be 3200 square feet.

Some Commission members felt that this should not be handled through a public hearing.  They also felt that the Commission has been taking too many applications in for public hearing that are not necessary.  It was by majority vote of the Commission that a public hearing would not be necessary for this application.

Appl. #02-39P - AMK Welding - 283 Sullivan Avenue

Jeff informed Commission members that this site is proposing for 2,000-sq. ft. of wetlands disturbed for the construction of an addition.  The area is a wet meadow, which has been disturbed in the past.  After a lengthy conversation it was the unanimous consensus of the Commission that a public hearing would not be necessary.

Appl. #02-35P - Satellite Tool Co. - 179 Commerce Way

Mr. Christohper Eseppi, PDI Engineering came before the Commission to represent this application.  He explained that the site consists of 37,000-sq. ft. with a 10,007-sq. ft. building.  There are no wetlands on the property being disturbed.  Silt fencing will be used during construction.  Drainage will go to the existing retention basin.  In the rear there is proposed additional parking and a 4' retention wall, only if required by the Planning & Zoning Commission.

Jeff informed the Commission that the site is a flat sandy site.  The one concern is working around the gully area.  Erosion and sedimentation measures should be adequate.  Jeff Doolittle, Town Engineer will be looking at this plan closer when it goes before the Planning & Zoning Commission.

Motion to:      approve with conditions appl. #02-35P - Satellite Tool Co. - 179 Commerce Way - Conservation application for the construction of an industrial building, parking lot, stormwater structures, and associated improvements on property located northerly of Commerce Way (Assessor's Map #121, parcel #32) I, Industrial zone.

Conditions

1.      One blueprint copy of the entire set of plans and this letter reproduced thereon, must be submitted to this Commission.  This must be completed within 65 days of approval prior to any construction activity on the site.  Plans submitted to Planning & Zoning Commission shall be considered having met this requirement.

2.      The application shall indemnify and hold harmless the Town of South Windsor against any liability, which might result from the proposed operation or use.

3.      The permit is valid for five years and shall expire on July 10, 2007.  It is the landowner(s)/applicant(s) responsibility to track expiration dates and notify the Commission of a renewal request at least 65 days prior to expiration.

4.      All approvals required must be obtained and submitted prior to any activity on the site.

5.      A contact person shall be identified on the plans.

6.      Prior to construction of retaining wall or parking area, a plan should be submitted to this Commission for erosion and sedimentation control.

7.      We recommend a bond in the amount of $3,000 be submitted to the Planning & Zoning Commission to ensure compliance with the Erosion and Sedimentation Control Measures.

Motion to:      approve with conditions appl. #02-22P - Berry Farm Senior Development - 205 Oakland Road - Inland Wetland/Conservation Commission application for the construction of a 102 unit senior apartment complex on 14 acres, stormwater structures, parking lots, and associated improvements on property located southerly of Oakland Road, westerly of Felt Road (Assessor's Map #52, parcel #92) AA-30 Residential zone.

Conditions:

9.      The swale to be established and stabilized prior to any grading being done on this site.

10.     Best management practices to be used with respect to turf grass management.

11.     We recommend a bond in the amount of $25,000 be submitted to the Planning & Zoning Commission to ensure compliance with the Erosion and Sedimentation Control Measures.

12.     We recommend a bond in the amount of $20,000 be submitted to the Planning & Zoning Commission to ensure the establishment of the swales and stream crossing.
