ITEM:  Correspondence & Reports

After a short discussion, the Commission concluded that after reviewing the Municipal Development Project, more details would need to be provided.  Chairperson Warren stated she would write a memo to Town Manager Matthew Galligan requesting the following information:

Maps showing wetland boundaries.
Location of sanitary sewer and water lines to show amount of impact to the wetlands.
Landscaping plants shown on the plans are invasive species and should not be used.

ITEM:  Minutes

This Commission unanimously approved the minutes from March 6, 2002 (with amendments) and April 3, 2002.

The Connecticut River Watershed will be celebrating their 50th Anniversary by co-sponsoring The Great Connecticut River Fish-In on June 1, 2002.  Chairperson Warren will try to receive more information regarding this event and will share it with the Commission at the next scheduled meeting.

Jeff also informed Commission members that the Town has received three copies of the updated E & S Measures.  These updates will go into effect on May 1, 2002 and the proceeds from the sale of them will be used to create CD-ROM's.

ITEM:  Public Hearing

Appl. #02-04W Town of South Windsor

Mr. Jeff Doolittle, Town Engineer and Tracy LePiene, Project Engineer came before the Commission to represent this application.  He explained that this project would allow for reconstruction of the road and to also allow drainage in the road.  These projects will be funded by federal (80%), state (10%) and local (10%).

Pleasant Valley Road - The wetland that will be disturbed was flagged by John Ianni.  There is an existing riprap channel.  Mr. Doolittle explained to the Commission what this project will consist of.  There may be more water flow because installed curbing on the street will direct flow to the catch basin.

Clark Street - There are two existing metal pipes that will be removed.  The road will need to be raised and the culvert will be changed to a 2 to 1 slope.  The culvert will handle a 100 year storm and 3' x 6' boxes will be used in the culvert as well as 4' sumps.  DEP Fisheries comments have been added to this plan.

If was felt this project should be requested because:

At the intersection presently, the traffic line coming straight through is offset by a lane.
The width of the pavement in some areas is only 22'.
The site lines in this area are unsafe.

This project should begin next spring with the construction portion starting closer to the summer.

De-watering of this site should not be necessary.  Stonedams will be installed at both ends of the culvert in order to protect it and there is a line item in the contract for de-watering if it is found necessary.

Answering questions from the Commission, Mr. LaPiene explained that yearly maintenance would be provided for the sumps.  Temporary diversion will be installed while construction is being done.

Jeff Folger stated that although the Pleasant Valley Road proposal has wetlands identified, this proposal would have a net benefit.  The proposal on the northeast portion of the Clark Street culvert will need the invasive species removed and habitat plantings placed in that area.  Erosion control measures and perimeter controls appear to be adequate.  Soft armoring should be used for bank protection on the northern side of the culvert.

Mr. LaPiene explained that the State will be doing construction but town staff will monitor the process.  The road will be closed for a couple of weeks while construction is taking place.

Appl. 02-05 Town of South Windsor

Town Engineer Jeff Doolittle came to represent this application, he explained that culverts on Miller Road, Ellington Road, Beelzebub Road, Abbe Road and Foster Street are recommended to be replaced.  A culvert on Foster Street and two on Miller Road will be replaced in the first year.  Mr. Doolittle told Commission members what is proposed for each area and the timeframe.

Answering questions from the Commission, Mr. Doolittle explained that the areas do not need dewatering.  The water flow may be larger because the culverts are proposed to be larger.  Abutters have called the Town Hall asking for clarification on these proposals.  At the Foster Street location a couple of small trees may need to be removed.

Public

Mrs. Paula Fox of 170 Beelzebub Road had a series of questions and asked for some clarification regarding the project on Beelzebub Road.

Motion to:      close the public hearing on appl. #02-04W - Town of South Windsor - Inland Wetland/Conservation Commission application for road improvements to Clark Street, and Pleasant Valley Road, to re-construct a stream crossing on Clark Street, west of Pleasant Valley Road, and repair a storm drain outflow on Pleasant Valley Road, north of Clark Street.

Commission members by unanimous consensus decided not to act on appl. #02-04W and Appl. #02-05W until the next scheduled meeting because information had just been received pertaining to these applications.

Appl. #02-18P South Windsor Technologies Center LLC

Motion to:      set a public hearing on May 1, 2002 due to potential significant impact to the wetland and public interest on appl. #02-18P - South Windsor Technologies Center LLC - Patria Road - Inland Wetland/Conservation Commission application to construct a 38-lot industrial subdivision, stormwater structures, and associated improvements on property located southerly of Patria Road, easterly of Rt-5. (Assessor's map #97 & 109, parcel #6, 8 & () I-Industrial zone.

ITEM:  Old Business

Appl. #02-12P - O & W Heat Treat Inc.

Ms. Karen Isherwood came before the Commission to represent this application.  She explained that after testing was complete on the discharged water, it has been determined that the applicant would not be obtaining a DEP permit due to failure to meet the necessary criteria.  The applicant is in the process of getting bids out to vendors in order to purchase re-circulation equipment for this site.  The applicant is seeking a permit to be able to discharge from this site for another year in order to go before P & Z Commission seeking a permit for Phase I expansion which consists of a 5,000 sq. ft. addition, relocation of tanks, dumpsters, screened in area and a 200' grassed biofiltration drainage swale.  In approximately five years, the applicant would to complete Phase II that consists of a 10,000-sq. ft. addition, relocation of dumpsters and screened area.

Commission members discussed at length if the discharge is a wetlands issue.  It was determined that IWA/CC should act on this and felt comfortable with the discharge because there is no negative impacts to the wetlands or watercourses.

Motion to:      approve with conditions appl. #02-12P - O & W Heat Treat Inc. - 1 Bidwell Road - IWA/CC application for the construction of a 15,000 sq. ft. industrial buildings addition, water quality swale and associated improvements on property located westerly of Rt-5, and southerly of Bidwell Road (Assessor's map #59, parcel #41) I, Industrial zone.

Conditions:

1.      One blueprint copy of the entire set of plans and this letter reproduced thereon, must be submitted to this Commission.  This must be completed within 65 days of approval prior to any construction activity on the site.  Plans submitted to Planning & Zoning Commission shall be considered having met this requirement.

2.      The application shall indemnify and hold harmless the Town of South Windsor against any liability, which might result from the proposed operation or use.

3.      The permit is valid for five years and shall expire on April 17, 2007.  It is the landowner(s)/applicant(s) responsibility to track expiration dates and notify the Commission of a renewal request at least 65 days prior to expiration.

4.      All approvals required must be obtained and submitted prior to any activity on the site.

5.      A contact person shall be identified on the plans.

6.      It is the applicants' responsibility to obtain the necessary wastewater discharge permits.

7.      We recommend a bond in the amount of $2,000 be submitted to the Planning & Zoning Commission to ensure establishment of Erosion and Sedimentation Measures, the storm water swale, and plantings.

ITEM:  Other Business

The Commission is considering an ordinance, which will be brought before the Town Council for their review.  The ordinance will give the Commission authority to penalize individuals who disturb wetlands during the construction period.

Podunk Trails

Jeff told Commission members that an Eagle Scout has been using the GPS system to map trails and establish new trails.  Commissioner Phillips suggested that the $15,000.00 available be used for this area.
