Jeff mentioned the article in the Journal Inquirer regarding the Hockanum River Business Partner – working for clean water.

Commissioner Wasik will be going to the Hockanum River Watershed Association meetings to represent the Town of South Windsor.

ITEM:  Minutes

It was the unanimous decision of the Commission to approve the minutes of March 7, 2001 (with amendments) and March 21, 2001.

ITEM:  Conservation Commission

On Saturday, April 28, 2001, Witch Hazel was planted at Rye Street Park, Nevers Road Park and the Priest Property.  The project was very successful, over 100 children and parents participated.

The mower that is being stored on Frank Niederwerfer’s property can no longer be stored there.  Staff has thought of the following options which will be discussed further at a later date:

try to locate a small shed on the Wildlife Sanctuary property; or
see if there is any room to store the mower on the Orchard property.

ITEM:  Wetland Officer’s Report

Site walks are available for Deming Hill Estates for individuals interested.


ITEM:  Public Hearing

Appl. #01-12P, Deming Hill Estates, southerly of Deming Street and northerly of Northern Hill Drive, Residential AA-30 zone

Mr. DeMallie from Design Professionals told Commission members that reports for this application are not complete and revisions requested by Town Staff have also not been completed.  Mr. DeMallie felt it would be better to give the Commission the full presentation at the next scheduled meeting.

This application was continued to the May 16, 2001 meeting.

ITEM:  New Business

Appl. #01-01P, Michael Lanza – Lanza re-subdivision, 57 Bourbon Street, RR Open Space zone

Attorney Michael Lanza came before the Commission to represent this application.  Attorney Lanza explained that since the last meeting with IWA/CC the two concerns that the Commission had have been address:

A Soil Scientist has gone to the property and delineated and staked out the wetlands.
The proposed house has been staked out in the field.  City sewer and city water will service the house.

Attorney Lanza stated he felt there will be only minimal impacts to the wetlands and showed the Commission the area where he is proposing a conservation easement.

Answering questions from the Commission, Attorney Lanza explained that if he tried to shift the proposed house in a different direction, he would have a different problem to contend with.  Either there would be an encroachment on the 50’ front yard setback, or the existing neighboring house would lose their privacy.

Jeff Folger felt the new delineated boundaries are an accurate representation of the wetlands.  The area is a forested wetland, which is determined by the topography.  There is a fairly dense overstory with a light to moderate understory.  Three quarters of the growing season you can walk across this area (wetland) which also consists of road runoff and ground seepage.  The proposed house placement should not have a significant disturbance to the wetlands.

Motion to:      approve with conditions appl. #01-01P, Michael Lanza, Lanza re-subdivision, 57 Bourbon Street, Inland Wetland/Conservation Commission application for the construction of a single family residence in a proposed interior lot re-subdivision (Assessor’s Map #91, parcel #87), RR Open Space zone.

The vote was as follows:  unanimous

1.      One blueprint copy of the entire set of plans and this letter reproduced thereon, must be submitted to this Commission.  This must be completed within 65 days of approval prior to any construction activity on the site.  Plans submitted to Planning & Zoning Commission shall be considered having met this requirement.

The application shall indemnify and hold harmless the Town of South Windsor against any liability, which might result from the proposed operation or use.

The permit is valid for five years and shall expire on May 2, 2006.  It is the landowner(s)/applicant(s) responsibility to track expiration dates and notify the Commission of a renewal request at least 65 days prior to expiration.

4.      All approvals required must be obtained and submitted prior to any activity on the site.

A contact person shall be identified on the plans.

Placement of the proposed conservation easement will follow the 248
        contour on the south side of the new lot and continues as shown on the
        submitted plans.

We recommend a bond in the amount of $1,000 be submitted to the
        Planning & Zoning Commission to ensure compliance with the
        Erosion and Sedimentation Control Measures.
