ITEM:  Correspondence & Reports

There is a meeting scheduled with the Planning & Zoning Commission on March 28, 2001 at 5:30 p.m. and on April 10, 2001 there will be a meeting with the Planning & Zoning Commission and Economic Development Commission.  These meetings are being held to discuss the Planning and Zoning Commission’s update to the Town Plan of Conservation and Development.

It was the unanimous consensus of the Commission to approve the minutes for December 6, 2001 and February 21, 2001.

Appl. #01-07P Cloutier

Mr. Peter DeMallie from Design Professionals came before the Board to represent this application.  He explained that this application was previously before the Commission in September of 2000.  At that time, the applicant pursued the abandonment of a portion of Felt Road, which required that application to be withdrawn.  Attorney Hal Cummings brought this issue before the Town Council and they voted to abandon a section of Felt Road.


This plan is for two new building lots.  Lot #2 is 3.2 acres and lot #3 is 3.4 acres.  Lot #1 is the existing residence, which is just over 5 acres in size.  They are proposing to extend the driveway (roadway) down into a circle for fire apparatus.  There are no disturbances to the wetlands or the regulated area.

Karen Isherwood, a Project Engineer with Design Professionals came before the Commission to discuss the plans for stormwater management and drainage on the site.  She explained that the common driveway will be 18’ wide and the private driveways will be 12’ wide.  The storm drainage system proposed for this development includes a vegetative swale to the northwest of the property along the sanitary sewer.  There will be a yard drain installed that will connect to a drainage manhole that is in the right of way in Ellington Road.  This will connect to the existing Town storm drainage system.  The erosion and sedimentation control measures that are proposed to be used on this site is as follows:

Silt fencing with check dams.
Silt fencing around the temporary stockpile areas.
Silt fencing downgrading of all of the developed areas.
The vegetative swale will have a 50/50 mixture being used and will be revised on the plans.
Anti-tracking pads on both driveways.
Construction sequence establishing swale first.

Mr. DeMallie explained that there would be no additional runoff generated from this project and it is hopeful that there will be a reduction.

Mr. John Young from 97 Palmer Drive came before the Commission.  He explained he does not have any objections, but would like to see this project done correctly.  His concern is with the construction of the roadway.  Mr. DeMallie told the Commission that he would be happy to sit with Mr. Young to address his concerns.

Chairperson Warren stated that the above referenced concern is a Planning & Zoning issue and that his concerns should be brought before that Commission.

Mr. Wilfred Hebert from 2355 Ellington Road came before the Commission.  He explained that Ellington Road already has a drainage problem on it, which causes flooding.


Ms. Isherwood explained that the application has to go through the State of Connecticut, Department of Transportation.  There is a weak catch basin system there, and they are trying to alleviate stress on it.  The system proposed to construct as part of this application includes a swale in order to slow the water rates down and a yard drain with a pipe to the catch basin.

With this plan there will be no increase during peak flow leaving the site.

Folger commented that the water would have a better route to leave the site.

Motion to:      Approve with conditions appl. #01-07P, Cloutier, Palmer Drive, Conservation application for a 3-lot re-subdivision located northerly of Palmer Drive and easterly of Ellington Road (Assessor’s Map #91, Parcel #65), AA-30 Residential zone.

Conditions:

One blueprint copy of the entire set of plans and the approval letter reproduced thereon, must be submitted to this Commission.  This must be completed within 65 days of approval prior to any construction activity on the site.  Plans submitted to Planning & Zoning Commission shall be considered having met this requirement.
The application shall indemnify and hold harmless the Town of South Windsor against any liability, which might result from the proposed operation or use.
The permit is valid for five years and shall expire on March 7, 2006.  It is the landowner(s)/applicant(s) responsibility to track expiration dates and notify the Commission of a renewal request at least 65 days prior to expiration.
All approvals required must be obtained and submitted prior to any activity on the site.
A contact person shall be identified on the plans.
We recommend a bond in the amount of $3,000. Be submitted to the Planning & Zoning Commission to ensure compliance with the Erosion and Sedimentation Control Measures.
The proposed drainage swale details and planting details to be included on the plans.
The construction sequence should include the construction of the drainage swale.  The construction of the swale and associated establishment of vegetation must be completed prior to lot clearing and construction of the house.


Additional check dams to be placed in the field at intervals along the swale and down slope of the proposed foundation of lot #2.  All proposed improvements to be placed on the plans.
