Town Line Associates, LLC has withdrawn their lawsuit against the Town of South Windsor, (Attachment A).

The Commission received a letter from Cummings, Lanza and Purnhagen, LLC dated October 31, 2000.  Appl. #00-29P – Cloutier has been withdrawn, (Attachment B).

Appl. #00-46P – J.E. Shepard

Mr. Raymond Nelson from Messier & Associates came before the Commission to represent this application.  He explained he is seeking approval for an expansion of a parking lot at 100 Bidwell Road.  The expansion of the existing parking lot would accommodate 300 spaces after constructed.  This will provide parking for 190 and 100 Bidwell Road.  There is a catch basin on site which ties into a storm drain system to the west and then eventually into the wetlands.  Mr. Nelson also told members that the remainder of the site would drain by sheet flow towards a detention area on the site to retain the 100-year 24-hour storm event.


Mr. John Ianni looked at this site and although it does retain water, there is no ponding on the site.  A berm will be provided to keep flow on site.  Jeff Folger suggested a few items, which will be incorporated on the plans.  Another feature is the natural swale type effect that comes off of the embankment; they will be putting riprap in to reinforce it.  Everything is self-contained on the site during and after construction due to the design of the grades and the natural slope of the wetland area.

Answering questions from the Commission, Jeff explained that it would be all right to infiltrate because they will plant the wetland grass mixture at the bottom of the basin and then provide a heavy grass mix along the side slopes.  There will be a grass filter there as water flows from the parking lot into the basin.  The site is pretty level with perimeter erosion controls defined.  Stormwater treatment and storage were the main concerns on this site.

Commissioner Kelly expressed her concern saying that the island looks like they have curbing around them.  She asked if they could be used for infiltration.  Mr. Nelson explained that the interior islands have curbing in order to build them up.

Chairperson Warren asked if notification to abutting property owners was complete?  Mr. Nelson explained that he was not involved in that process.  Chairperson Warren stated that the Commission has not received receipts.

Commission members discussed the process of notifying abutting property owners.  It was the unanimous decision of the Commission to continue the hearing on appl. #00-46P to the November 15, 2000 meeting.

Commissioner Kelly stated when reading John Ianni’s letter, the description sounded like a vernal pool.  Jeff stated that after examining the area he did not consider it a wetland area or a vernal pool.

Continue the meeting to the November 15, 2000 meeting.


Appl. #00-47P – Ranco Collision Repair

Mr. Jonathan Festa came before the Commission to represent this application.  He explained that currently Ranco Collision Repair is located in South Windsor, but are in the process of purchasing a lot on Commerce Way.  The building that they are proposing to construct is 5100 square feet.  There will be standard silt fencing protecting the property during construction.  There are no wetlands on the property.  Jeff Folgers suggestion of 4’ sumps with trap hoods will be added to the revised plans.

Jeff stated that the lot is relatively flat, lightly wooded with fine sands, so the likelihood of any sediment migrating off site is low.  Jeff felt the perimeter controls are adequate.

Motion to:      approve appl. #00-47P – Ranco Collision Repair, 75 Commerce Way – Conservation application for a site plan to construct a 5100 sq. ft. building, parking, drainage structures and associated improvements on a 47,427 sq. ft. parcel located northerly of Sullivan Avenue and westerly of Rye Street, (Assessor’s map #121, parcel #9) I zone.

Appl. #00-49P – Pond Estates at Red Rock

Mr. Jay Giles from Fuss & O’Neil came before the Commission to represent this application.  He explained that he was present to seek an approval on Pond Estate re-subdivision.  Mr. Giles told members he had been before the Commission 10 years ago with this request, which was approved.  On the southern portion of the Pond Estates subdivision, there was a conservation easement deeded over to the Town of South Windsor, therefore the subdivision had to be restructured.  There were presently 20 lots now the proposal is for 18 lots.  There will also be 8.56 acres of land which will be deeded to the Town of South Windsor from Pond Estates.  Both Federal and State wetlands have been delineated on this site.  All lot in the subdivision meet the regulations for being 30,000 square feet or more in size.  If the Commission would like, they would also change the plans to have 4’ sumps.


Answering questions from the Board, Mr. Giles explained that the subdivision is a standard subdivision, although 33% of the total land area will actually be deeded to the Town for open space.  There will be clearing of 2,000 square feet in the upland review area.  

Commission members discussed the need for a 100-scale map in order to view lot lines, slopes and berms on the site.

Chaiperson Warren express her concern with the debris piles located on the site and asked that they be removed.

Jeff told the applicant it would be beneficial for the Commission to have the wetland boundaries staked out in the field.

Commission members discussed items they would like to see from the applicant, which are as follows:

100 scale plan.
Wetland boundaries flagged in the field.
4’ sumps to be used and shown on the plans.

Meeting continued until the November 15, 2000 meeting.
