Chairman Carino called the meeting to order at 6:45 p.m.  The Chairman declared open the public hearing by the Town of South Windsor Water Pollution Control Authority on the project consisting of upgrades to dry pit pump stations in the Town of South Windsor to be financed pursuant to the resolution entitled "Resolution Appropriating $2,675,000 for the Planning, Acquisition and Construction of Upgrades to dry pit pump stations in the Town of South Windsor and authorizing the issuance of $2,675,000 Clean Water Fund Obligations of the Town under the State of Connecticut Clean Water Fund Program secured solely by revenues of the sewerage system and authorizing the Town to enter into Grant and Loan Agreements", copies of which were available for distribution to members of the public.

Mrs. Ether Diaz read the Notice of Public Hearing on the project (a copy of which is attached hereto): Exhibit A

Mr. Shaw explained that this resolution is intended to notify the State Department of Environmental Protection (DEP) of the Town's preparedness to move forward with the construction of improvements to four pump stations in Town; and that the Town wishes consideration for the Clean Water Fund grants and loans.  The pump station improvements as well as the Treatment Plant improvements are the result of the recommendations of the Facility Plan prepared by the Town in 2002.  This report evaluated the sanitary sewer system and identified those areas requiring improvements.  In the years that followed, the Town has been implementing the recommendations of that report which was funded by DEP; seven pump stations have been upgraded, and the design work completed for four remaining pump stations at the Treatment Plant upgrades.

Chairman Carino asked if there were any questions or comments from the public; there were none.  The Chairman thereupon declared the public hearing on said proposed project and improvements closed at 6:50 p.m.
