Public Participation:   None

Chairman Carino called the meeting to order at 6:30 p.m.  The Chairman declared open the public hearing by the Town of South Windsor Water Pollution Control Authority on the project consisting of upgrades to the Water Pollution Control Facility Treatment Plant in the Town of South Windsor to be financed pursuant to the resolution entitled "Resolution Appropriating $39,300,000 for the Planning, Acquisition and Construction of Upgrades to the Water Pollution Control Facility Treatment Plant in the Town of South Windsor and authorizing the issuance of $39,300,000 Clean Water Fund Obligations of the Town under the State of Connecticut Clean Water Fund Program secured solely by revenues of the sewerage system and authorizing the Town to enter into Grant and Loan Agreements", copies of which were available for distribution to members of the public.

Mrs. Ether Diaz read the Notice of Public Hearing on the project (a copy of which is attached hereto): Exhibit A

Mr. Shaw explained that this resolution is intended to be a statement on behalf of the Town to the State Department of Environmental Protection (DEP), signifying readiness to move forward with the construction of the improvements for the Town Wastewater Treatment Facility.  This facility is in need of much upgrading to meet future requirements for the continued protection of public health, the environment, and to support a thriving business community.  This upgraded facility is also necessary for the following reasons: to meet current and future Federal Environmental Agencies and CT Department Environmental Protection discharge permit requirements; to meet the new nitrogen removal regulations; to upgrade the electrical system and provide energy efficiency improvements; to reduce cost and to improve the system reliability and safety; also to improve operational safety and to satisfy other problem areas such like odor control.  Last June (2007), the Town made a request to the DEP Commissioner to be allowed a deviation from the Clean Water Fund Regulations which will allowed the Town to move forward with this project and at the same time, to maintain future eligibility for Clean Water Fund grants and loans.  The design has been completed and the Town is waiting for the State DEP's final comments on the Plant design.  The Town is ready to move forward with the construction phase of this project.

Chairman Carino asked if there were any questions or comments from the public; there were none.  The Chairman thereupon declared the public hearing on said proposed project and improvements closed at 6:37 p.m.
