Chairman Carino called the public hearing to order at 7:03 p.m.

The Recording Secretary read the legal notice into the record as it appeared in the Journal Inquirer on January 18, 2007.  Chairperson Carino stated that this public hearing is being held to review and discuss the proposed changes to the Regulations regarding the removal of Fats, Oils, and Grease (FOG) from the public sewer system.  Mr. Fred Shaw reviewed the proposed changes (Exhibit A).

Mr. James H. Throwe of 1330 Main Street, South Windsor came before the Authority representing Vans Sewer and Septic.  He stated that he was present at this meeting to speak in favor of the proposed regulation changes.  Mr. Throwe explained that his son James owns Vans Sewer and Septic the knowledge of equipment maintenance and grease removal.  He is also licensed by the State of Connecticut to perform these services.

Mr. James Throwe of Vernon came before the Commission and explained that he has been involved with the FOG removal equipment for approximately 1 ½ years.  He has worked mainly in the southern portion of the State.  

Mr. Throwe explained that the closest area to South Windsor that is using this type of equipment is Cromwell.  In response to a question, Mr. Throwe explaind that if there is a spill from the truck containing the grease, there is a handbook which states procedure of a cleanup.  This type of spill is not considered a hazardous spill.

Mr. Russ Smith of Manchester came before the Commission.  He stated that he would like to compliment the Town for being proactive with this process.  Mr. Smith has been in the business of selling grease interceptors for 22 years and wanted to offer his service and expertise.  Mr. Smith discussed scenarios that could happen when dealing with these systems and explained that education regarding these systems is very important.

Mr. Smith explained that he is in the business of selling systems that separate water from oils.

The public hearing adjourned at 7:37 p.m.
