Chairman Carino called the meeting to order at 7:30 p.m.  The following actions were taken during the December 6, 2005 Regular Meeting of the W.P.C.A.

B.      ACCEPTANCE OF MINUTES OF PREVIOUS MEETINGS

        November 1, 2005 – Regular Meeting
        
        Chairman Carino amended the minutes; On page 2, Item G1-Unfinished Business, last sentence should read as follows: “Mr. Shaw reported that he would be meeting with Mr. Mallin and the Town Attorney on a different subject and would raise this issue for discussion.”

                Motion to accept the minutes of November 1, 2005 as amended.

C.      NEW BUSINESS

1.      Executive Court, Governor’s Hwy. (Approval to Connect)

Karen Isherwood from Design Professionals was present representing Executive Court located on the corner of Nutmeg Road North and Governor’s Hwy.  This is a project which involves the development of approximately 38 acres of commercial property.  There will be seventeen (17) new lots in various sizes as large as 10 acres and as small as .4 or .6 acres.  The only lot that will be serviced from Nutmeg Road North will be lot #17; the other lots will connect at the existing main located on Governor’s Hwy. at a future date or along a new gravity sewer main within the new cul-de-sac-Executive Court.  Upon approval of the Authority, the intention is to construct first a new gravity sewer main from the existing main located on the north side of Governor’s Hwy. to the new cul-de-sac - Executive Court.



                Motion to approve the connection of a sewer main on Executive Court along with laterals as shown on plans entitled “Executive Court, Re-subdivision, Governor’s Highway, South Windsor, Connecticut”, Prepared by Design Professionals, Inc, South Windsor, CT; Topographic Plan/Job No.: 0738, Drawing No.: server/jobs/0738/738-topo.dwg; Sheet No.: 4b/8, Dated 2/7/05, with revisions dates of 9/8/05, 10/4/05, 10/27/05.  All the other properties will be connected to the sewers at a future date with laterals and monitoring manholes when development plans are more fully advanced; and subject to meeting all Town regulations and appropriate technical specifications relating to sanitary sewer construction; final approval of the Planning and Zoning Commission, and the understanding that any change in the project, other than originally presented must return to the Authority for further approval.

2.      45 Glendale Road (Approval to use private water meters for sewer user billing purposes)

Mr. Shaw stated that the owner of 45 Glendale Road believes that some of the water purchased from the water company goes into his business product rather than the sanitary sewer, and requests approval to install private water meters with which to measure the quantity of this water.  Mr. Shaw stated that he inspected the facility, and there are three places where the owner can monitor water usage.  He is able to measure the amount of water that goes into the boiler that he uses to make steam.  Also, he can account for any bypass water from the boiler system, so that he can account for all the water that goes into the boiler system and then into his product.  The applicant would like approval to install three meters for the purposes of measuring water that doesn’t goes into the sewer system.  That figure will allow the Town to adjust his bill and charge him for only that amount of water that goes to the sewer.

Motion allowing the applicant putting in three meters for the purposes of measuring water that doesn’t goes into the sewer system; and subject to meeting all Town regulations and appropriate technical specifications relating to sanitary sewer construction, and with the conditions that they are to read these meters not less that once a month, have the meters maintained, make sure that they are accurately recording flow, and they are to allow the Town staff the opportunity to come in and check the meter readings log to make sure that they are keeping the information up to date.  Annual reports of meter readings are to be submitted to the Town each year in January.

3.      104 Gordon Drive (Minor Home Business, Approval to add to commercial sewer billing list)

Mr. Shaw reported that he received a telephone call from an entrepreneur that lives in Town inquiring about a business that she wants to establish, which involves going from house to house and washing dogs or cats; at the end of the day, she wants to be able to discharge the wastewater at the Treatment Plant.  The applicant went to the Planning Department and received approval under the minor home business requirements of the Planning and Zoning Regulations.  (Attached please see Exhibit A, which shows a drawing of the mechanism that the applicant will use.)  The wastewater discharge each day will be at the most 100 gallons per day, approximately 26,000 gallons per year.  Mr. Shaw stated that the Town is not set up to charge minor home businesses on the commercial billing list.  Therefore, Mr. Shaw suggested to the Authority to consider this business as commercial which is required to pay an annual fee equal to the minimum charge that is now charged for the commercial use and add her business to the commercial sewer billing list.  Chairman Carino suggested considering this business as a mobile home occupation; and applicant will need to pay an amount of $222 regardless how much she dumps as long as is under 93,000 gallons.  This person will be monitored as to how many gallons per day she will dispose at the Treatment Plant.

Motion to consider 104 Gordon Drive as a Mobile Home Business and add it to the commercial sewer billing list. (See Exhibit A)

D.      COMMUNICATIONS AND REPORTS

Mr. Shaw reported that the State of Connecticut Department of Environmental Protection (DEP) recently approved regulations for a general permit for controlling fats, oils and grease discharges from food preparation establishments into the sanitary sewer system.  These regulations require Class III and IV food service establishments or any other facility, to install a system that will remove those substances and prevent it from going into the sanitary sewer system.  Mr. Shaw is in the process of sending a letter to those food preparation establishments informing them of the Town and DEP compliance requirements for controlling grease discharges to the municipal sewer system and providing them with Town technical assistance on how they can comply. This program will involve a monitoring program in which the Health Department will conduct regular inspections.

1.      Avery Heights Water Company

Mr. Shaw reported that he has not received a response from the letter that he recently sent to the President of Avery Heights Water Company.  Mr. Shaw will pursue it by sending another letter requesting prompt response to resolve this matter.
