Chairman Carino called the meeting to order at 7:30 p.m.  The following actions were taken during the May 3, 2005 Regular Meeting of the W.P.C.A.

At this time, Chairperson Carino asked the Authority to discuss Item C- New Business.

C.      NEW BUSINESS

1.      Stowe Kitchen and Bath, 845 Sullivan Avenue (Approval to connect)

Karen Isherwood from Design Professionals was present representing Stowe Kitchen and Bath located on Sullivan Avenue.  They are now in Phase 2 of the project where they are going to expand the two existing buildings.  All they offer is one additional bathroom facility to serve the site.  They are asking to connect to the existing sanitary sewer line.

Motion to approve the application as presented for connection to the Town’s sewerage system for commercial building at 845 Sullivan Avenue, South Windsor, CT as more specifically shown on plans entitled “Stowe Kitchen and Bath, Site Plan, 845 Sullivan Avenue, South Windsor, Connecticut,” Prepared by Design Professionals, Inc., South Windsor, CT: Job No. 2035, Drawing No. SERVER/JOBS/2035/2035-4.DWG, Sheet No. 4/7 Dated 10/22/04, with revision dates 3/23/05,

2.      Four Seasons Painters, 435 Chapel Road, (Approval to connect)

Karen Isherwood from Design Professionals was present representing Four Seasons Painters.  They are going to be relocating their business to the existing Bradley Electrical Building which is located on Chapel Road.  Currently there is a one-story building and is served by a septic system in the rear of the building.  They are proposing a sanitary lateral exiting where the current system is located with an adequate slope of at least 2% with a 6” pipe.  This is now going to be a two-story professional office space offering two bathrooms facility on each story.

Motion to approve the application as presented for connection to the Town’s sewerage system for commercial building at 435 Chapel Road, South Windsor, CT as more specifically shown on plans entitled “Four Seasons Painters, 435 Chapel Road, South Windsor, Connecticut,” Prepared by Design Professionals, Inc., South Windsor, CT; Job No. 2067, Drawing No. 2067-SP.DWG; Sheet No. 2/4 Dated March 4, 2005, with revision dates 4/6/05, with the understanding that any change in the project, other than originally presented must be brought back to the Authority for further approval.

3.      6 Mountain View Road, (Approval to connect)

Mr. Nelson, from Messier & Associates, Inc., was present representing the property owner who is seeking approval to connect to the Town’s sewerage system.  Mr. Shaw explained this application involves a residential connection to an existing sewer line.  The Town has an easement for the sewer line connection and for the pipe that flows through the development.

Motion to approve the application as presented for connection to the Town’s sewerage system for residential building at 6 Mountain View Road, South Windsor, CT as more specifically shown on plans entitled “David C. & Linda S. Brown, 6 Mountain View Road, South Windsor, Connecticut,” Prepared by Messier & Associates, Inc., Manchester, CT; Project No. 04-100, Plan No. 04-112, Sheet No. 1 of 1, Dated 10/04, with revisions dates 04/27/05.

4.      Carla’s Pasta, 50 Talbot Lane (Review Sewer Use Charges)

There have been some issues relating to the sewer usage calculation on this property related back to the time of meter installation.  Mr. Squatrito of Carla’s Pasta is here to discuss his concerns.  Mr. Shaw stated that the problem was the result of the owner failing to report a private water meter reading of direct and indirect process and sanitary wastewater discharges to the Town sewerage system.  Mr. Squatrito stated that previously reported MDC water consumption rates were incorrect.

A lengthy discussion ensued related to the meter on the property and what flows was being measured based on the diagram presented by Mr. Shaw. (see Exhibit A-2).  Mr. Shaw indicated that he felt the best solution was to take the available measures of the combined three years to arrive at an equable solution of this problem.  The Authority suggested Mr. Shaw provide the data or recommended solution on how to resolve the question of the water usage for the past three years, by using the A-C+D formula been presented this evening.

Motion to have the calculations being made based on the formula presented this evening, A – C + D for the past three years, and be presented to the Commission for consideration of final approval, and include as a footnote what the meter B reading was for the last three years compared to Meter A and C. (see Exhibit A-2)

5.      Vernon/South Windsor Intertown Sewer Agreement -  Dart Hill Property Assessments

Mr. Shaw explained to the Authority that many years ago, the Town of South Windsor entered into an Agreement with the town of Vernon, with the understanding that the Town of South Windsor will pay their fair share for the connection fees and capital cost recovery charges collected by the Town of South Windsor properties connecting to the Vernon system (see Exhibit B).  At the time it was estimated that the Town could have as many as 500 other residential houses to connect that could be served by the Town of Vernon system.  However, the Town of South Windsor came up short in terms of the estimates of the residential houses, so instead of 500 houses there are only 265.  Therefore, the Town of South Windsor has a supplemental assessment to prepare so that Vernon may recover the additional charges; this involves pursuing 265 residents who are currently served by this sewer for the Town of South Windsor supplemental assessment.  The Authority has many concerns and suggested Mr. Shaw discuss the legalities of this matter with the Town Attorney.  Other questions where raised concerning the statue of limitations and Title Insurance.

With no further discussion Mr. Shaw suggested to discuss item G. Unfinished Business.

6.      Set date for Sewer User Fee/W.P.C.A. Regulations Public Hearing                                         (This item was discussed under Item G. - Unfinished Business)

G.      UNFINISHED BUSINESS

1.      Fiscal Year 2005/2006 (Rate Schedule Discussion)

A discussion ensued regarding the Comparative Statement of Estimated Revenue and Expenditures Alternatives: No Rate Change, Alternative: 2.5% rate, and multiple year increase. The Comparative Statement of Estimated Revenue and Expenditures is use to make projections of revenues and expenditures in the future.  As previously recommended by the Authority, Mr. Shaw presented the Rate Schedule by using a projector for better visuals.  Mr. Shaw recommended increasing the user charge from $216.00 per year to $222.00 per year, and increasing the connections charges by approximately 3.5%.

Mr. Shaw asked if the Authority has made any Revisions of Section 13 – “Construction of Sewer By Developers” of the Regulations, so that it can be discussed in the next Public Hearing.  Mr. Havens, Jr. suggested to table this item to a later date for further discussion.  It was under consensus that given that this item is not an urgent matter, it will be tabled again to forgo the pressure of doing it at the next Public Hearing.  It will be given more thoughtful consideration for discussion in future Public Hearings.

Motion was made to present for purposes of public hearing the proposed increase of the assessment schedule by approximately 3.5%, and increase the rate of user charges from $216.00 to $222.00 as recommended by Mr. Shaw.

Motion was made to present for purposes of public hearing to be at 7:00 pm on June 7, 2005 the proposed increase of the assessment schedule by approximately 3.5%, and increase the rate of user charges from $216.00 to $222.00 as recommended by Mr. Shaw.

Mr. Shaw stated that the Buckland Road project has begun.  The contractor is having some problems with the stability of the bottom of the trench and also, the contractor didn’t have the right size box.  It is expected that the project will be finished by the end of the week.

Mr. Aries made a motion to go back to Item B-Acceptance of Minutes. Before a vote could be taken, Chairperson Carino suggested postponing the acceptance of minutes until the next meeting due to late mail arrival.

O & W Heat Treat, 1 Bidwell Road – User Fee Adjustments

A Memo (Exhibit C) was distributed containing the request for an adjustment to the sewer user bill for property located at 1 Bidwell Road.  It has been confirmed by the MDC that the estimated amount of water used during that time was incorrect.  The following adjustment needs to be made:

Motion was made to approve the adjustments of the User Charge from $29,259.29 to $4,513.48 for the sewer user bill FY 2004/2005 for property O & W Heat Treat located at 1 Bidwell Road.  (See Exhibit C)

Mr. Shaw reported that the Town began the construction phase with the upgrade of the submersible pump stations.  Also, the Town is 75% through the design phase for the dry pit pump stations.
