CALL TO ORDER

Chairman Carino called the meeting to order at 7:30.

APPROVAL OF MINUTES OF PREVIOUS MEETING

December 7, 2004

Motion was made to approve the minutes of December 7, 2004.
        Motion was made by Mr. Havens

        The motion carried unanimously

Mr. Moriarty asked to be excused from the first new business item on the agenda.  He is the owner for the property located at 1014 Sullivan Avenue.

Chairman Carino appointed Ms. Rose to fill in for Mr. Aries who was absent from the meeting.

NEW BUSINESS

1000 – 1014 Sullivan Avenue – Scott W. Leonard – Approval to Connect

Judy Scuhler from Design Professionals was present representing Scott Leonard the property owner for 1000 Sullivan Avenue.  A revision of the previously approved plans for the property was presented at this time.  The original plans showed a connection to a private sewer line on the west-side of the property.  At this time the property owner is  requesting approval to connect to the sewer line located in Sullivan Avenue.  There is an existing 8” sewer line in Sullivan Avenue which runs along the property line.  A manhole will be located at the center of the property and laterals will be installed to the two proposed building.  A stub will be provided for the property at 1014 Sullivan Avenue for future development of that property.  The pipes for the laterals will be 6” with a minimum slope of 2% as required by the Town.  Chairman Carino asked about an agreement between the two property owners for the sharing of the sewer line as well as other utilities.  An agreement will be provided for the Town Attorney to review.  An easement in favor of the Town to allow for monitoring of the system will also be required, and will be reviewed and approved by the Town Attorney.

NEW BUSINESS, Continued

1000 – 1014 Sullivan Avenue

Motion was made to approve the connection to the Town’s sewerage system for property located at 1000 Sullivan Avenue as more specifically shown in plans entitled “Topographic Plan – Scott Leonard, 1000 –1006 Sullivan Avenue, South Windsor, CT” prepared by Design Professionals, Inc., South Windsor, CT, Job No. 1585; Drawing No. 5, dated 9-29-04 with revisions dated 11-10-04, 12-08-04, 12-20-04, 01-04-05 and subject to the approval of an easement by the Town Attorney in favor of the Town for monitoring purposes, agreement between the two property owners be obtained and reviewed and approved by the Town Attorney.  This approval includes the installation of a stub to the property at 1014 Sullivan Avenue for future development and subject to the final technical approval of the Town Engineering Department.

1535 John Fitch Blvd. – Approval to Connect

Dana Steele from J. R. Russo & Associates was present representing the property owner G & R Marine for property to be located off John Fitch Blvd.  This is a proposed storage facility in be built on Kimberly Drive.  The warehouse will be 80’ x 150’, floor drains will be provided along with a 1,000 gal. oil/water separator to be installed on the outside of the building.  A single bathroom facility will be in the warehouse.  This connection will be to a lateral on Kimberly Drive with a manhole for monitoring purposes.  This project has received Planning and Zoning approval.  It will be necessary for the property owner to obtain the required State permit for the oil/water separator.
Motion to approve the connection to the Town’s sewerage system of a commercial building to be located on Kimberly Drive as more specifically shown on plans entitled
“Lot 12 – Kimberly Drive, South Windsor, CT – G & W Marine, L.L.C.” prepared by J. R. Russo & Associates, East Windsor, CT, Job No. 2004-059, Drawing No. 2, dated 10-05-04 with no revisions; obtaining required State permit for the oil/water separator and subject to the final technical approval of the Town Engineering Department.
        Motion was made by Mr. Dickinson

St. Francis of Assisi Church – 673 Ellington Road – Approval to Connect

Raymond Nelson from Messier & Associates, Inc. was present representing St. Francis of Assisi Church located on 673 Ellington Road.  The church is seeking approval to connect the proposed expansion and modernization to the church to the Town’s sewerage system.  The church is seeking to expand the church by approximately 11,000 sq. feet.  This will

St. Francis of Assisi Church

increase the seating capacity of the church as well as a modernization of the kitchen and a realignment of the parking area.  The existing rectory and parking area will be changed to
allow for the expansion.  The existing church and rectory are served by an existing sewer line that runs through the property out to Pleasant Valley Road.  A new sewer connection will be made into the church by way of an existing the existing line.   There are currently two manholes on the property, one which has a concrete slab on it, the existing manholes will be repaired and built up to grade with cast iron covers to make them accessible.  A grease trap will also be installed on the outside of the kitchen area to comply with State regulations.  The grease trap is not shown on the plans previously submitted.  Mr. Shaw requested a copy of the new plans showing the grease interceptor with the revision date of the plans.  Mr. Shaw requested a gasket on the manhole in the wetlands area close to Pleasant Valley Road.
Motion to approve the connection to the Town’s sewerage system of a building located at 673 Ellington Road, South Windsor, CT as more specifically shown on plans entitled “St. Francis of Assisi Church – General Location Plan”, prepared by Messier & Associates, Inc., Manchester, CT, Job No. 04-019, Plan No. 04-016A dated 03-04 with revisions dated 4-26-04, 5-11-04, 5-26-04, 6-18-04, 12-10-04, 1-04-05; State permit must be obtained and all requirements by the State and Town are met for the grease interceptor and subject to the final technical approval of the Town Engineering Department.

Pleasant Valley Condominiums – Approval to adjust sewer user billing

Mr. Shaw distributed a Memorandum (Exhibit A) regarding the request for adjustment to the sewer user billing for Building 6 at the Pleasant Valley Condominiums due to a fire on October 29, 2004.  Because of the fire Units 601 through 612 are not occupied at this time.  

Mr. Moriarty suggested two changes the first in the second paragraph to add “prorated” after $71.61.  This sentence would read “With WPCA approval, an adjustment can be made to the sewer user charge for fiscal 2004/2005 affecting these residential customer reducing the annual user charge from $216 to $71.61 prorated for the period July 1, 2004 through October 29, 2004.”

Also in the last paragraph the change would be as follows:
“The assessment of a sewer charge will be suspended until such time as the repairs to the building are completed and certificate of occupancies are issued for the units involved.”

Pleasant Valley Condominiums

Motion was made to approve the adjustment to the sewer user billing list for fiscal year 2004/2005 for Units 601 through 612 of the Pleasant Valley Condominiums with changes in the memorandum as stated above.

COMMUNICATION AND REPORTS

Chairman Carino attended the Roundtable Discussion and reviewed with the Authority the items covered.  There were two major issues presented, one regarding shared services between the various departments within the Town and the recreation plan.  Chairman Carino spoke to the participants of the roundtable regarding the Buckland Road sewer extension and the need for this.  He explained the process the WPCA has approved and the need for extending the line to the east-side of Buckland Road.

UNFINISHED BUSINESS

Chairman Carino asked the status of the completion of the design work for the Buckland Road sewer extension that is being done by the Engineering Department.  It is expected the design will be completed in February and the Town will go out to bid in March.
