CALL TO ORDER

Chairman Carino called the meeting to order at 7:30.

APPROVAL OF MINUTES  - October 5, 2004

In the minutes of October 5, 2004 under Kasheta Farms, New Business – “Motion was made by Mr. Moriarty” was incorrectly typed as “Motion was mad”.

UNFINISHED BUSINESS

980 & 981 Pleasant Valley Road – Approval to Connect

Mr. Shaw handed out information (Attachment A) regarding the various alternatives available including the costs and advantages and disadvantages associated with the various alternatives available to the property owners.  A letter was received from Robert Deptula, Environmental Health Officer for the Town stating he has no record of repairs to the septic system at  981 Pleasant Valley Road.  Mr. Deptula witnessed a perk test at the property at 980 Pleasant Valley Road.  He also stated he understands there are poor soil conditions found in this area.  

Mr. Shaw reviewed the 3 main options which were discussed at the last WPCA meeting.  These included extending the mainline sewer; installation and use of a low pressure system which would involve both properties being served by a private pump system pumping to a common force main.  This would terminate at a gravity line which is angled back into the roadway approximately 42 feet.

The third option is a designed septic system.  This would involve a septic system  designed specifically for the property.  The design would not necessarily have to be done by a professional engineering design firm.  Mr. Deptula has approved septic systems designs from contractors and he has found them to be thorough enough and have the criteria that has been established.

The septic system alternative Mr. Shaw reviewed was for the property at 980 Pleasant Valley Road.  A proposal was submitted, to the home owner, in the amount of $22,500.  If additional gravel or sand were needed for drainage purposes the cost would increase by an additional $2,500.  

The various options were reviewed as shown in Attachment A, with each taking into consideration capital costs as well as annual operating costs.  All options were summarized to determine what would be the most cost-effective alternative.

The advantages and disadvantages for the various options were reviewed.  Each system was given a useful life of 25 years for comparison purposes.  The low-pressure system alternative was reviewed with the manufacturer’s representative. This low- pressure system included 2 pump stations, one 2” common force main with a 1 1/4” service line; gravity line assumptions were scaled out from drawings the Town has.  The assumption is when the properties connect to the sewer the property owners will be assessed a benefit assessment.  In the future if the Town expands the sewer line down Pleasant Valley Road the property owners will have paid their assessment and will not be billed again.    

Mr. Semprebon from Design Professionals was present representing each of the home owners on Pleasant Valley Road.  He stated one of the homeowners received a quote for septic repairs in the amount of approximately $25,000.  The assumption based on the present worth analysis is the septic systems would last for 25 years.  Historically septic systems in this area have not lasted for 25 years.  

The present owners will be billed a benefit sewer assessment for connection to the sewer line at the time of this connection.  The benefit assessment is for a lateral extension to the Town sewer line.  The assessment is based upon the benefit to the property owner of a connection to the sewer.  There is a formula which determines the size of the property, the front line and rear line dimensions.  A figure of approximately $1,900. for connection plus $30 per foot is used taking into consideration the front and rear line dimension of the property.  In the future if the sewer line is extended down Pleasant Valley Road the property owners will not be required to pay an additional assessment charge.

Chairman Carino had several comments to make regarding this matter.  He expressed his concern for setting the precedence of extending a mainline sewer to satisfy the requirements of two property owners.  Chairman Carino’s recommendation was to approve the low-pressure system with the condition the property owners agree to abandon this private line and hook up to the main line system if one is installed in that remaining area of Pleasant Valley Road.  
Motion was made to approve the installation of a low-pressure waste disposal system for the properties located at 980 & 981 Pleasant Valley Road with the following conditions:
Design plans to be reviewed and approved by Town staff
A wye or tee connection be installed for possible future connection of the Martin property to this private line
Submission of an as-built drawing to the Town
Property owners be required to connect to the main line sewer if installed in the future and the property owners private line be abandoned.  The property owners will be given 365 days to complete connection.  This connection to become part of the Town records after review and approval by the Town Attorney
No further lateral or assessment charges will be against the property owners

NEW BUSINESS

Metals Testing –Approval to Connect

Galen Semprebon of Design Professionals, Inc. was present representing Metals Testing Company which is seeking approval to connect a new building located on the property at 80 Kimberly Drive, South Windsor, CT. to the Town sewerage system.  The property owner is seeking to add-on in two phases, a 5400 sq. foot building and a 7500 sq. foot building.  The second sewer connection will be to service the two new buildings.  The existing lateral is in the front of the existing building.  This lateral runs through a surge tank which is used to balance out the peak flow from the business.  The second lateral will be connected to the existing lateral with the ability to tap off for the new construction.  The additional connection will be used for bathroom facilities only.

Metals Testing – Approval to Connect

Motion to approve the connection of a commercial property located at 80 Kimberly Drive as more specifically shown on plans entitled “Metals Testing Company” Topographic Plan, prepared by Design Professionals, Inc., South Windsor, CT., Job No. 04-1908, Drawing No. 4/6, dated 8-12-04 with revision dated 9-14-04.  This approval is for bathroom facilities only and subject to the final approval of the Town of South Windsor Engineering Department.

Vision’s Salon & Spa Corporation – 207 Buckland Road – Approval to Connect

Galen Semprebon, from Design Professionals, Inc. was present representing the property owner at 207 Buckland Road.  The property is currently a hair salon and the owner is seeking to build a two-story salon and spa to be integrated into the Evergreen Walk complex.  A two-story salon and spa is proposed with a lateral into a line that is previously installed.  This lateral was installed although a permit was never issued.  There is a 6” sewer line installed by Evergreen Walk to a manhole to the property.  A manhole and a 6” lateral would be installed for the new building.  At this time approval for the existing line and the new connection at 207 Buckland Road is being requested.  The owner of the property is currently connected to a septic system to be abandoned.  A temporary connection to the existing building would be made while the new building is being constructed.  When the new facility is completed the temporary connection to the old structure will be abandoned and connection made to the new building.  
Motion to approve a temporary connection of a commercial property located at 207 Buckland Road, and final approval for connection to the permanent construction when completed.  As more specifically shown on plans entitled “Visions Salon & Spa” Topographic Plan, prepared by Design Professionals, Inc., South Windsor, CT, Job. No. 1290, Drawing No. 6/12, dated 4-26-04, with revisions dated 7-15-04, 7-22-04, 7-30-04 and subject to the final approval of the Town of South Windsor Engineering Department.

Johnny Rockets Restaurant – Evergreen Walk - Grease Interceptor – Approval to Connect

A grease interceptor at the Johnny Rockets Restaurant at Evergreen Walk was installed without approval of the WPCA.  The interceptor is connected to the mainline but not yet connected to the building.  Mr. Shaw requested and received information from the engineer that was used to calculate the size of the grease interceptor.  The Town Engineering Department has inspected and measured the interceptor and confirmed it to be a 1500 gal tank.  The State is in the process of putting a new permit program into effect for grease interceptors.  It will be necessary for the restaurant to obtain a permit for the State.
Motion to approve the connection of a grease interceptor for Johnny Rockets Restaurant, Building 100, Shops at Evergreen Walk on the condition a permit be obtained from the State of Connecticut Department of Environmental Protection when the permit program is in place.

Residential Sewer User Charge Billing FY2004/2005 – Change in due date to November 1, 2004 – Approval

Mr. Shaw explained to the Authority due to a system problem the billing for the residential sewer user charges was delayed.  The bills were not ready for printing and mailing for the October 1, 2004 due date therefore we are requesting approval to change the billing date of the Residential Sewer User Bills for FY2004/2005 from October 1, 2004 to November 1, 2004.  
Motion was made to approve the change in the Residential Sewer User due date for FY2004/2005 from October 1, 2004 to November 2, 2004.

COMMUNICATION AND REPORTS

The Treatment Plant Upgrade – the State has not responded to our application for the grant for this project.  They have responded to the application for design services, which is part of the grant application.  Informally we have been advised the grant for design services may be delayed.  The reason for the delay is the decrease in the budget for the DEP grant program.  This budget has been cut by $60 million.  The state suggested the Town proceed with the design phase of this project.  Mr. Shaw has requested the State put this suggestion in writing to make sure we are still eligible for this grant in the future.

Buckland Road Sewer Line

This issue has been discussed at the last several meetings of the Authority.  Within the next year or so the roadway will be resurfaced, it is important to have the sewer line installed across Buckland Road before the resurfacing takes place.  The other urgent reason is that other agencies within the Town are working with various developers to come up with a development plan for the eastside of Buckland Road.  It appears a large developer will buy sections, if not all, of the area with future development in mind.  A sewer line on the eastside of the road will be beneficial to any potential developer.  

Mr. Shaw explained the design for this project would be done in-house.  The money for this project would come from the Capital Reserve of the Sewer Fund.  The Authority would be required to make that transfer from the reserve fund to a capital account.  The extension involves extending the extending line from the westside across to a manhole on the eastside which would be approximately 80 feet.  
Motion was made to move along with the design work and installation of the sewer line across to the east side of Buckland Road.  Transfer not to exceed $40,000 from the Reserve Fund to the Capital Fund for sewer line extension.
