CALL TO ORDER

Chairman Carino called the meeting to order at 7:32.

Chairman Carino requested a motion be made to move to Item C1 – New Business on the agenda.

Motion was made to move to Item C1 New Business section of the agenda.

NEW BUSINESS

Keen Subdivision – Pleasant Valley Road – Approval to Connect

Karen Isherwood from Design Professionals was present representing the property owner who is seeking approval to connect to the Town’s sewerage system.  This is a 2-lot residential subdivision at the end of Pleasant Valley Road near Main Street.  This will be straight forward connection.  There is an existing house at 140 Pleasant Valley Road which connected to the Town sewer system in 1968.  The property owner recently sought and was granted approval for the residential lot by Planning and Zoning and Inland/Wetlands.  They are seeking approval to connect the new residence to the existing sanitary lateral which was provided for this lot.  This connection will be a gravity sewer line with a 2% slope and a standard hookup.  Mr. Shaw stated this connection meets all the requirements set forth by the Town.  
Motion was made to approve the connection to the Towns sewerage system for a residential connection to be located on Pleasant Valley Road, as more specifically shown on Drawing No. 3, entitled “Topographic and S & E Control Plan – Keen Subdivision”, prepared by Design Professionals, Inc., South Windsor, CT; Job No. 1785, Dated 9/22/03, with a revision dated 11/20/03 and subject to final technical approval of the Town of South Windsor Engineering Department.

11 Mountain View Road – Approval to Connect

Mr. Shaw explained this application involves a residential connection to an existing sewer line.  The developer of Collins Hill Condominiums installed a pipe for the future connection of the residents on Mountain View.  The property is the last house on the west side of the street.  Town staff has requested 2 clean-outs be installed at the bends in the pipe. There is adequate slope of at least 2% with a 6” pipe. The Town is satisfied that with the installation of the 2 clean-outs the system will function properly.  The pool house on the property will also be connected – there is one toilet in the building.  The sewer assessment will be calculated at the current rate.  The Town has an easement for the sewer line connection and for the pipe that flows through the development.
Motion was made to approve the connection of a residential building located at 11 Mountain View Road, as more specifically shown on Drawing No. 1, entitled “Improvement Location Plan for 11 Mountain View Road”, prepared by Messier & Associates, Inc., Manchester, CT; Job. No. 03-158, dated 11/03 with no revisions and subject to the final technical approval of the Town of South Windsor Engineering Department.

497 Buckland Road Redevelopment – Approval to Connect

Todd Penney from Fuss & O’Neill was present on behalf of the property owner who is seeking approval for connection to the Town’s sewerage system of a commercial building.  This property is located on the westside of Buckland Road south of the intersection of Buckland Road and Ellington, Oakland and Sullivan Ave.  The property located at 497 Buckland Road, which is a small Cape, housing an insurance agency will be demolished.  A new building will be built in its place.  There is an existing sanitary sewer lateral, with the main located on the eastside of Buckland Road.  There will be a 6” pipe servicing the property at 491 and 497 Buckland Road.  The developer is proposing a new building to abut the property at 491 Buckland.  With this new construction it will be necessary to rework the location of the existing sewer line at 491 Buckland Road.  The line will tie in to the original location however it is necessary to re-route the line from 491 Buckland Road around the new construction at 497 Buckland Road. The proposed new sanitary sewer line at 497 Buckland will tie in to the manhole  on Buckland Road also.  Both properties will remain under single ownership.  The depth of the manhole is approximately 4 feet and therefore the contractor will be running shallow grades, due to this the Town Engineer has required larger pipes be used  to maintain the correct velocity – an 8” lateral will be installed in place of a 6” pipe.  The slope of the lateral for the property at 491 Buckland Road is at 1.2%, the larger size pipe will allow for improved flow.  Mr. Shaw stated the main concern is maintaining a velocity of 2 ½ feet per second.  The other line to be installed at 497 Buckland Road will be at ½% and the 8” pipe will

also be used at this location; manholes will be located at each of the locations as access points.

Mr. Aries arrived at 8:00 and due to the fact there was a quorum available he did not wish to vote on the motion regarding 497 Buckland Road.
Motion was made to approve the connection to the Town’s sewerage system of a commercial building located at 497 Buckland Road, as more specifically shown on Drawing No. CG.1.4, entitled “#491 Buckland Road Redevelopment – Topographic & Utility Plan – South Windsor Realty Co., LLC”, prepared by Fuss & O’Neill, Inc., Manchester, CT; Job No. 96-54.S10, dated 9/16/03 with revisions dated 10/23/03 and 11/17/03 and subject to the final technical approval of the Town of South Windsor Engineering Department.

ACCEPTANCE OF MINUTES OF PREVIOUS MEETING - December 2, 2003

Motion was made to approve the minutes of December 2, 2003 as presented.

COMMUNICATION AND REPORTS

Mr. Shaw explained to the Authority the issue regarding the Pleasant Valley Pump Station Improvements.  The contractor originally chosen for the project is now backing out of the original extension of his bid, which he had previously extended it order to accommodate the Town in obtaining grant money from the State for this project.  The grant money has been approved but the contractor is reluctant to sign the contract.  We are now looking at the next lowest bidder to begin work on this project. The letter from the next lowest bidder, Kovacs Construction Co., contains a difference in price of approximately $2,600.  This contractor has agreed to keep the original bid price.  At this time we are attempting to move ahead with this project.  Mr. Shaw will be resolving the matter with the first contractor with the Town Attorney.  The first contractor is in forfeiture of his bid bond and the Town Attorney is in the process of looking into this.   Mr. Shaw will keep the Authority updated on the Pleasant Valley situation.

Due to the weather situation this evening, with a short snow squall, after the close of Town Hall Mr. Shaw felt it necessary to have a procedure in place for the late cancellation of a meeting.  It was decided to review the matter with the Town Attorney and check to verify there would be any problems if the Authority were to cancel a meeting at the last minute.  This matter will be discussed at the next meeting.

Chairman Carino asked the members to review the WPCA Rules and Regulations and bring any changes or suggestions to the meetings in March and April.  Any changes to be made to the Rules and Regulations will be presented at the Public Hearing in June.

Chairman Carino had a concern regarding the easement of the Benedict Drive Pump Station.  Several months ago the Town was to obtain an appraisal of the site for easement purposes.  Mr. Shaw stated he has received a copy of the appraisal regarding this area and will forward a copy to Chairman Carino.  The Town Attorney was working with the Avery Street Water Company regarding the error in the easement.

        Robert Dickinson was nominated for Secretary by Mr. Havens

        A tie vote of 3 to 3 was taken.

At this point the nomination and election of Secretary was deferred until after the next Town Council meeting. At that time a 7th member will be the appointed to the Authority.
