PUBLIC HEARING

Chairman Carino called the Public Hearing to order at 7:00 p.m.

For the purposes of hearing the following:

Proposed sewer user charge for the fiscal year 2002-2003
Proposed Sewer Assessment Charge
Proposed Septic Disposal Fees

The Legal Notice of proposed sewer user charges, sewer assessment charges and septic disposal fees (Attachment A) was read into the record by the Recording Secretary including the following tables of charges and pro-rated changes:

Chairman Carino explained the increases in the Sewer Assessment Schedule and Septic Dumping Fees were due to the increase in operating costs and it was in keeping with the increases in the surrounding towns.  

There was no one from the public present.

CALL TO ORDER

Chairman called the meeting to order at 7:30.


ACCEPTANCE OF MINUTES OF PREVIOUS MEETING

Motion to approve the minutes of May 6, 2003, as presented

Mr. Havens asked with regards to the 300 foot sewer extension on Ellington Road, by RSK Kellco, who would set the price for the homeowners to connect.  Mr. Shaw explained it will be part of the Developers Agreement and will be limited to what the Town rate is currently or what the rate is when they go to connect.

23 Seapave Road – Approval to Connect

Dana Steele, J. R. Russo Associates was present on behalf of Zoppa Studio, LLC to present an application for connection of a commercial building to the Town’s sewerage system.  The building is to be located at 23 Seapave Road, South Windsor, CT.  and will be a 15,000 square foot warehouse with office space in the front of the building.  The sewer in this area is under the control of the MDC.  There was a discussion with Town staff and Town staff requested the contractor tie in directly to the existing manhole in the street, so that monitoring could occur.  The recommendation was also made that the connection be made at the invert.  This property will be assessed outlet charges by the MDC, connection charges will not come to the Town of South Windsor.  Mr. Zoppa was present to explain what the business entails and what type of discharge is to be expected.  There is one sink that is used in the process of reclaiming the silk screens, there is no ink involved, everything that is used in this process is water soluble, bio-degradeable solution.

Mr. Zoppa went on to explain because the business is considered a printing establishment by the State they must register with the DEP that they will be discharging printing waste water.  This connection must meet all the conditions of the MDC.  There will be no floor drains in the building, no trucks will be inside.  
Motion was made to approve the application of Zoppa Studio, LLC  for connection to the Town’s sewerage system of a commercial building to be located at 23 Seapave Road, South Windsor, Connecticut in accordance with Drawing No. 1/6 , entitled “Zoppa Studio, LLC - Site Plan” prepared by J. R. Russo & Associates, East Windsor, Connecticut, Job No. 2003-003, dated 4-4-03, with no revisions and subject to the following conditions:  subject to conformity of the MDC requirements, DEP approval, and final technical approval of the Town Engineering Department.

210 Avery Street – Approval to Connect

Mr. Shaw presented to the Authority an application from the property owner at 210 Avery Street requesting approval to connect a single family residence to the Town sewerage system.  The sewer line does not run in front of this property, it ends just north of the property line.  The property is close to the gravity flow line and the property owner wishes to connect to the line.  The lateral will be entirely within his property and the right of way.  The property will have to be assessed, that will be done at the time the permit is issued.  The contractor will be required to bring in a plan for review by the Town staff, showing the required  2% slope, also showing detail of how they plan to connect to the manhole, and require him to connect in a way so as not to damage the manhole.

Motion was made to approve the application of Joseph Citino for connection to the Town’s sewerage system for a residential building to be located at 210 Avery St., South Windsor, Connecticut in accordance with Drawing entitled “Improvement Location Survey/Site Plan for Proposed House located at 210 Avery St., South Windsor, CT, prepared by Peter Parizo Surveying and Engineering, West Hartford, CT, dated 11-04-02, revised 11-19-02 and subject to the following conditions: final technical approval of the Town Engineering Department.

935 Main Street – Approval to Connect

Mr. Shaw presented to the Authority an application from the property owners Warren and Catherine Tomek, requesting permission to connect a single family residence to the Town’s sewerage system, for property located at 935 Main St., South Windsor, Connecticut.  This is an engineer designed gravity flow system for the property which is a back-buried lot.  The resident will run a sewer line from his property to the main sewer line located in Main Street, he will have to core-bore and install a chimney.  The Engineering Department and Mr. Shaw have reviewed the plan and from their perspective it will work.  There will be clean-outs located every 100 feet on the line, with a 2% slope as required.
Motion was made to approve the application of Warren and Catherine Tomek for connection to the Town’s sewerage system for a residential building to be located at 935 Main St., South Windsor, Connecticut in accordance with Drawing No. 1, entitled “Special Exception Use/Interior Lot Plot Plan” prepared by J. R. Russo & Associates, East Windsor, CT, Job No. 2002-103, dated 2-12-03, with revisions dated 2-28-03 and 3-17-03 and subject to the following conditions: cleanouts are required at 100 foot intervals; final technical approval of the Town Engineering Department.

APPROVAL FOR TRANSFER OF FUNDS IN THE AMOUNT OF $113,400 FROM THE CAPITAL RESERVE FUND BALANCE TO THE OPERATING SEWER RESERVE FUND

Mr. Shaw distributed a handout (Attachment A) showing the Account Numbers and Description of the unanticipated expenditures incurred during this Fiscal Year.  The budget is being prepared earlier each year and therefore there have been some unexpected expenses that were incurred after the budget preparation.  Mr. Shaw went on to explain the reason for the additional funds for each account listed.   It was necessary to increase the salary when hiring a new Plant Supervisor (Account 110). The Facility Mechanic left the Town and was to be paid out comp time and earned time as part of his severance pay this was in Account 120, there was also an increase in the medical insurance premiums, which is Account 130.  In Account 221 – Operating Materials saw a large increase in the usage of chemicals for sulfide control.  There was also an additional expenditure for de-watering sludge.  In Account 223 it was necessary to purchase uniforms for a new employee.  

In the Professional Account (Account No. 320) there was additional aquatic toxicity testing required, we found we were generating ozone gas – it is necessary to find the cause of this and some additional testing was required.  The manufacturer stated his product does not generate ozone, it became necessary for us to hire an outside consultant to do some specialized testing.  There was also an oil spill which required cleanup – we are in the process of trying to recover that from the manufacturer who did the work and caused the spill.  Efforts were made to remove grit from the Clark St. pump station, as part of the effort to upgrade that station.  There was a 50% increase in the electrical costs for operating the Clark St. Pump station.  The frame relay also had to be upgraded.

For Account 373 Repair Maintenance Equipment – the ballasts and lamps on outside lighting had to be replaced – this was not in the budget.  Installation of new probes for UV disinfection; there were a number of repairs to the UV disinfection system; bulbs for the UV disinfection system were a lot more expensive than anticipated; and also the ballasts had to be replaced this year.  There was a failure of the dissolve oxygen probe in the aeration system that is used.

Account 390 – Other Purchase Services – the bills received from Manchester for an accumulated bill is now being paid off – there is also the current bill to be paid.  The costs of service from Vernon has increased dramatically – the water usage rates were extremely high.  Vernon has been billing us as sewer user charges.  The water company is looking into this for us and we will be doing more research into this problem.  We are in the process of developing the information on these service costs and will bring this

information back to the Authority.  The tip fees for sludge disposal have increased by 4.3% and also the volume of sludge has increased by 10%.
Capital Improvements (Account 430) it was necessary to install a lateral at the property located at 565 Foster St..  At the time the sewer was installed on Foster Street laterals were to be put in for each house, the property owner was assessed and paid for a lateral to be installed – when the resident decided to connect to the sewer it was found that a lateral was never installed for this property.

Account 442 – Department Equipment expenses were increased due to the necessity of replacing the air conditioners in the motor control room, it was also necessary to replace a suction/discharge hose for a large pump.  The Hydrogen sulfide gas detection system had to be replaced this system notifies our people when the sulfide gets to a higher than acceptable level.  It was also necessary to replace the incubator for bacteria testing.
Motion was made to transfer funds in the amount of $113,400 from the Capital Reserve Fund Balance to the Operating Sewer Reserve Fund.

Chairman Carino asked to have the list of unbudgeted expenditures brought to the meeting when the budget for the next fiscal year is reviewed.  He felt it would help to understand what unplanned expenses can arise and perhaps help the Authority to better plan for these type of expenditures anticipate future needs.

DISCUSS AND SET RATE FOR FY 2003/2004 SEWER USER CHARGES AND ASSESSMENT RATES

There was a short discussion regarding the rates brought forth at the Public Hearing.  As a general rule the members felt it was prudent to raise the Sewer Assessment Schedule fees and Septic Disposal Fees at this time, it was felt the minimum increase in these fees would help to prepare and provide for future needs.
        
Motion was made to accept the sewer user charges, sewer assessment charges and septic disposal fees for FY 2003/2004, as present at the Public Hearing.

SET DATE AND TIME FOR THE JULY 2003 MEETING

Mr. Shaw explained a date for the July meeting is not listed on the calendar.  A date is usually set later in July to accommodate business that can not wait until the Authority meets in September.  After a short discussion it was decided to hold the special meeting on July 22, 2003 at 7:30.
Motion was made to set July 22, 2003 as a special meeting of the WPCA.
