CALL TO ORDER

Chairman Carino called the meeting to order at 7:40.  Mr. Gauthier was appointed to fill in as a voting member in place of Cliff Slicer.

Chairman Carino requested the Authority proceed to the New Business portion of the agenda and at that time add Item C3 and proceed to item C3.

Motion was made to add Item C3 – 1540 Main Street (Waiver of sewer connection) to agenda and proceed to Item C3.
        Motion was made by Mr. Havens

NEW BUSINESS

1540 Main Street – Waiver sewer connection (installation of septic system)

Greg Neary was present on behalf of the property owners for a 4- acre lot located at 1540 Main Street.  The property owner is seeking a waiver (Letter – Attachment A) to the previous approval which required a sewer installation.  The sewer line would run 750’ and cross Main Street in order to connect to the sewer line.  The engineer for the project had designed three sewer connections but he felt that none of them would work successfully. Mr. Neary has met with Planning & Zoning, Inland/Wetlands and the Town Sanitarian, all three departments stated the installation of a septic system would be a feasible alternative and advised the property owner to come before the W.P.C.A. and request a waiver of the sewer hookup.  Mr. Shaw did state, he felt from a technical standpoint, a sewer connection could be designed for the area.  The major concern is the length of the connection, approximately 750 feet, and the maintenance if anything should go wrong with the line.  

Chairman Carino expressed his concern about granting a waiver without written notification from Planning & Zoning, Inland/Wetlands and the Town Sanitarian stating their agreement with this waiver. The previous approvals granted in 1995 show approval of the building lot with the condition a sewer line is installed.  A condition of the approval will require the above departments state in writing their acceptance of the modification of the previous approval and the installation of a septic system.

NEW BUSINESS, Continued

Motion was made to grant the wavier and allow the installation of a septic system for property located at 1540 Main Street, South Windsor, CT, with the following condition: letters are required from the Town Sanitarian, Planning & Zoning, and Inland/Wetlands stating they are in agreement with the change in previous approval, dated 1995, from a sewer connection to a septic system.
        Motion was made by Mr. Moriarty
        Seconded by Ms. Fletterick
        The motion carried unanimously

Motion was made to return to Item B – Acceptance of Minutes of Previous Meeting.

ACCEPTANCE OF MINUTES OF PREVIOUS MEETING

March 4, 2003

Motion to approve the minutes of March 4, 2003 as presented.
        Motion was made by Mr. Havens

NEW BUSINESS

Lots 12 and 16 Kelly Road (Approval to assess for sewer benefits)

A copy of the letter requesting a waiver of the right to a public hearing on the assessment of sewer benefits at property located at 12 and 16 Kelly Road was mailed with the agenda.  This letter was from the property owner, Charles Hulstein.  Mr. Shaw explained to the Authority the owner has waived his right to a public hearing and at this time has requested to be billed for the sewer assessment in order to pay this assessment and sell the two houses.  Chairman Carino asked if an easement was requested between the two property owners making them responsible for any problems that may occur in the private portion of the sewer line.  Mr. Shaw stated this easement has been filed and he would check with the Planning Department to make certain it was approved.

Motion to waive the public hearing with regards to the sewer assessment, per request of the property owner, for property located at Lots 12 and 16 Kelly Road and prepare a bill for the sewer assessment in the amount of $13,480.
        Motion was made by Mr. Havens
        Seconded by Ms. Fletterick
        The motion carried unanimously

Approval to remove sewer user charge – List #38443 Gateway Plaza – from the Commercial Sewer Billing FY 2002/2003

Mr. Shaw explained that the sewer user billing list for FY 2002/2003 contained a property that should not be on the list for the current billing period.  The property is a commercial shopping plaza located on the Manchester/South Windsor town line.  This property was not connected until October 2002, so there was no flow during the calendar period that is currently being billed.  This item should be removed from the current billing list; therefore Mr. Shaw is asking the Authority to approve removal of this property from the current list.
Motion was made to approve the removal of List #38443 – Gateway Plaza from the Commercial Sewer Billing list FY 2002/2003.
        Motion was made by Mr. Gauthier
        Seconded by Mr. Havens
        The motion carried unanimously

COMMUNICATIONS AND REPORTS

Mr. Moriarty asked if there was any new information regarding Evergreen Walk.  At this point in time nothing has been resolved.
