CALL TO ORDER
Chairman Carino called the meeting to order at 7:50.
Upon Mr. Davis’s arrival at 7:50, a motion was made to proceed to the New Business section of the agenda.

NEW BUSINESS
AMK Welding – 283 Sullivan Avenue - Approval to Connect
Galen Semprebon from Design Professionals, Inc. was present on behalf of AMK Welding to obtain approval for connection to the Town’s sewerage system for property located at 283 Sullivan Avenue. AMK welding is requesting a second lateral connection for a 7,200 square foot addition to the south side of the existing building. To avoid disturbing the existing flooring a new lateral will be run from the new addition to the existing lateral within the site with a Y connection. This will be an internal lateral on the property, with no new connection on the street. At this point in time the lateral will not be used, this will give them the ability to use it for a lavatory hookup at some future time. There will be no floor drains or any processing of any kind. A 6” pipe with a
minimum slope of 1% will be used. There was some concern that a minimum slope of 1% be obtained.
Motion was made to approve the application of AMK Welding for connection of a second lateral to the Town’s sewerage system for an addition to a commercial building located at 283 Sullivan Avenue, South Windsor, CT, as shown on Drawing No. 3, entitled “Topographic Plan – AMK Welding”, prepared by Design Professionals, Inc., South Windsor, CT, Job No. 1650, dated 6-27-02, with revisions dated 7-29-02, 8-19-02, 8-27-02, 10-4-02; and subject to the following conditions: a minimum slope of 1% or greater is required for the new connection and subject to the technical approval of the Town of South Windsor Engineering Department.

Parksite Plunkett-Webster - Approval to connect
Galen Semprebon from Design Professionals, Inc. was present on behalf of Parksite Plunket-Webster to obtain approval for connection of a commercial building to the Town’s sewerage system for property located at 455 Sullivan Avenue, South Windsor, CT. There will be a 105,000 square foot building to house lumber and building supplies. A sanitary lateral will come from the building to an existing sanitary lateral in Sullivan Avenue that was previously provided for this location. The lateral will be a 6” pipe and have a 1% slope. This will serve the office area as well as provide lavatory facilities for the warehouse. No floor drains are proposed this will be a warehouse facility.
Motion was made to approve the application of Parksite Plunket-Webster for the connection to the Town’s sewerage system of a commercial building located at 455 Sullivan Avenue, South Windsor, CT., as shown on Drawing No. 6, entitled “Topographic Plan – Parksite Plunket-Webster”, prepared by Design Professionals, Inc., South Windsor, CT., Job No. 1633, dated 9-12-02, with revisions dated 9-26-02, 10-7-02 and subject to the technical approval of the Town of South Windsor Engineering Department.

John Fitch Partners – 1249 John Fitch Boulevard – Approval to connect
Jay Urseri from J. R. Russo & Associates was present on behalf of John Fitch Partners to obtain approval for connection of a commercial building to the Town’s sewerage system for property located at 1249 John Fitch Boulevard, South Windsor, CT. The connection will be to an existing manhole located at 1239 John Fitch Boulevard, an easement (Attachment A) is in place to allow the property at 1249 John Fitch Blvd. to connect to the manhole. A 6” lateral with a 1% slope is proposed. Mr. Shaw also stated that access must be made available to a manhole for monitoring purposes of this commercial property, an easement will be required for this purpose. A separate water meter will be installed at the new property to measure the flow. The Town will require an easement allowing
access to the manhole for monitoring purposes.
Motion was made to approve the application of John Fitch Partners for a connection to the Town’s sewerage system of a commercial building located at 1249 John Fitch Boulevard, South Windsor, CT, as shown on Drawing No. 1, entitled “Easement Plan – John Fitch Partners, LLC”, prepared by J. R. Russo & Associates, East Windsor, CT, Job. No. 2002-090, dated 10-28-02, with no revisions and subject to the following conditions:

The Town Attorney review the existing easement between the property owners at 1249 John Fitch Blvd. and 1239 John Fitch Blvd.; a supplementary easement be drawn up and approved by the Town Attorney giving the Town the right to enter the property at 1239 John Fitch Blvd. and access the manhole at that location for monitoring purposes of 1249 John Fitch Blvd. and subject to the technical approval of the Town of South Windsor Engineering Department.

PUBLIC PARTICIPATION
Attorney John King, was present with regards to the petition regarding Evergreen Walk. Attorney King stated a formal request has been made to intervene in the discussions pertaining to the Evergreen Walk sewer connection. He attended the meeting tonight to answer any questions, if Evergreen Walk was discussed.

Add 29 Ahern Lane to billing list
Mr. Shaw explained the connection permit for this property was issued in April 2000 the resident paid the prorated user charge for the balance of the year. Due to an incorrect date on the record, this property was never entered on the billing list. The resident will be responsible for payment of the fiscal years from October 2000 to the present time.
Motion was made to add 29 Ahern Lane to the billing list.

Remove List #38374 from sewer charge list
Mr. Shaw explained a mistake was made on the list # to be removed, the correct list # should be 38120. When the permit for this property was taken out a lateral was to be installed only, there was no house on the property. The wrong work code number was entered when the permit was issued and the owner was billed. The connection was made

under a different permit number and the prorated user fee and connection charge were paid again. The property owner was charged incorrectly the amount of $195. user charge and $750. connection charge. Mr. Shaw is asking for approval to refund the user charge and connection fee and remove list #38120 from the sewer charge list.
Motion to remove list # 38374 from the agenda and replace it with list #38120 and to approve refund of user charges and connection charges and remove list #38120 from the sewer user list.

Release of lien for property at 330 Governors Highway
This commercial property was under a repayment schedule for unpaid sewer user bills, a lien was placed on the property. The property owner has completed the payments and at this time the lien should be released from the property.
Motion was made to release the lien on property located at 330 Governors Highway in accordance with the standard release procedure.

Adjustment of 2002 user charge for Strawbridge Condominiums damaged in 9/11/2002 fire
Ten units were damaged at the Strawbridge Condominiums and the residents were displaced. Several residents have contacted the Town to request a refund in the amount of user charges paid. The refund for each unit will be $168.50, if the charge has been paid.
Motion to approve, as a result of an uninhabitable situation, a refund of the sewer user charges, in the amount of $168.50, to the ten units at Strawbridge Condominiums affected by the fire of September 11, 2002.

COMMUNICATION AND REPORTS
Mr. Shaw discussed the meeting with the Town Council regarding the Facility Plan. A Public Hearing has been scheduled for Wednesday, November 20, 2002 at 7:00 in the Council Chambers, there will be a special meeting to follow. In the past the Public Hearings for the WPCA have not been well attended. There were suggestions made to put out a press release or show slides of the Treatment Plant to show the public why the upgrades need to be done, as well as the State mandates for nitrogen removal.
