CALL TO ORDER

Chairman Hindson called the meeting to order at 7:30 p.m.

ACCEPTANCE OF MINUTES OF PREVIOUS MEETINGS

Motion to approve the January 8, 2002 minutes, as presented
        Motion was made by Ms. Fletterick
        Seconded by Mr. Hindson
        The motion carried unanimously

Mr. Carino commented to members he felt the wording of an approval should contain and additional requirement.  The condition would state all easements not only be reviewed and approved by the Town Attorney but should also be appropriately filed in the Town Clerk
NEW BUSINESS

Reconstruction of Pleasant Valley and Clark Street - Sewer extension approval

Mr. Shaw showed plans relating to the state funded road improvement project for Pleasant Valley Road and Clark Street.  Previous approval had been given in September 1998 for a sewer extension to approximately Amato Drive. The Town felt at this point in time it would be appropriate to extend the sewer line east from Amato Drive, down Pleasant Valley Road to the intersection of Wheeler Road.  This extension would allow sewer service to an additional three (3) homes located on the north side of Pleasant Valley Road and one house on the south side across from Wheeler Road.  The cost of this project will be $42,000 with approximately $20,000 being paid back through assessments to the homeowners.  The cost of this project is shown in the Capital Improvement section of the budget, this amount would be shifted to the Sewer Fund.  Discussion followed regarding the impact of this project on the home owners involved in the extension and the benefit to the Town.  After this discussion it was felt that this project would be a benefit to the Town and the home owners.

NEW BUSINESS, Continued

Motion was made to approve the proposal to extend the sewer system on Pleasant Valley Road, in accordance with Drawing No. HWY-2, entitled Reconstruction of Pleasant Valley Road and Clark Street, Job No. 132-125, dated 11-16-01, with no revisions and subject to the final technical approval of the Town of South Windsor Engineering Department.
        Motion was made by Mr. Aries
        Seconded by Mr. Slicer
        The motion carried with one abstaining vote by Mr. Dickinson and Mr. Oates not
        voting due to the fact he was not appointed to fill the vacancy.

After the vote was taken for Pleasant Valley Road Mr. Carino appointed Mr. Oates to act as a voting member to fill the vacancy open for the Republican committee member.

Town of Vernon
Mr. Shaw explained the feasibility study the Town of Vernon plans to undertake with regards to the nutrient removal requirements of the wastewater facilities in the State.  The Town of South Windsorrequirements in the contract and plan to participate completely.
Motion was made to approve the payment of $586, our portion of feasibility study, be paid to the Town of Vernon, per Section E-5 of the inter-town agreement.

Cloutier Sewer Extension
Mr. Carino asked to have the three extensions done on the property reviewed.  The property owners have come before the Authority on three separate occasions to ask for extensions to the sewer line; another concern is the property located at  2321Ellington Road will have a sewer line running approximately 5 feet from the home.  This property above has been connected to the sewer line since 1994.  Mr. Carino

and filed correctly with the Town.  Mr. Carino has made an appointment with the Town Clerk and Marcia Banach, Director of Planning to have the easement process explained to him. Mr. Shaw explained all easements are reviewed by the planning department for correct form, if there is something out of the ordinary the easements are sent to the Town Attorney for review and approval.  There was no action necessary regarding this subject.  Mr. Carino will report back to the Authority next month with his findings on this matter.

BUDGET REVIEW FY 2002/2003  

Mr. Shaw gave a brief summary of the various sections and amounts for the FY 2002/2003 pollution control budget.  Upon completion of his explanation a discussion followed with additional explanation of any questions presented by the Authority. An increase of 4% in the next fiscal year has been requested.  Part of this increase is due to anticipated salary increases, overtime, and insurance and medical benefits.  There is also an anticipated increase in liability insurance.  Some additional nutrient testing has also been requested by the State and must be done by an outside testing laboratory.   A short discussion followed regarding several items on the explanation sheet.  Mr. Shaw also distributed a copy of the Capital Improvements Budget and explained the major non-recurring type of expenditures that were listed.  Mr. Aries pointed out some mistakes in grammar and typographical errors to the explanation, these will be corrected and submitted.
Motion to approve the proposed Pollution Control Budget for fiscal year 2002/2003 with an additional amount of $42,000 moved into the sewer reserve fund for the extension of the sewer line on Pleasant Valley Road.
        Motion was made by Mr. Aries
        Seconded by Ms. Fletterick
        The motion carried unanimously

Due to the fact the Town Attorney has been unable to provide the Authority with a draft ordinance this item has been moved to the next meeting.
