WATER POLLUTION CONTROL AUTHORITY

CALL TO ORDER

Chairman Carino called the meeting to order at 7:30 and appointed Mr. Havens to be a voting member in place of Clifford Slicer and Mr. Oates to be a voting member in place of Mr. Dickinson.

ACCEPTANCE OF MINUTES OF PREVIOUS MEETINGS

Motion to approve the December 4, 2001 minutes as presented

NEW BUSINESS

965 Main Street
Galen Semprebon, P.E. from Design Professionals was present on behalf of Mr. Cowles to present the application for connection to the Town sewage system for a single-family residence to be built at 965 Main Street, subdivision of property into a rear lot.  They are looking for approval of a 570 linear feet sewer line with clean-outs located every 100-ft.
at a slope of 1%, there is an existing lateral. The full assessment has been paid previously; no additional assessment will be required. Mr. Shaw stated there is no problem with the 1-% slope as long as the 2 ½ foot velocity can be maintained, he stated there would be no problem with this.  The proposed line would run adjacent to the driveway with clean-outs located next to the driveway.  

Motion was made to approve the application of Larry Cowles for connection to the sewerage system for a single family residence located at Lot #2, 965 Main Street, South Windsor, CT, in accordance with Drawing No. 2/2 entitled

NEW BUSINESS, Continued

Cheryl
Galen Semprebon, P.E.,  Design Professionals, Inc. was present on behalf of Cheryl Thorpe to present the change order for a sewer connection for property located at 930 Sullivan Avenue.  The Authority originally gave approval for the sewer connection on Hillside Drive. Mr. Semprebon explained the cost of connecting to the line on Hillside Drive was expensive and the resident requested the change to bring the connection to the front of the property and connect on Sullivan Avenue.  The proposal is to connect into the existing lateral with a Y connection; there will be a 5.5% slope.  There was a concern that a commercial lateral will be connected to a residential lateral.  It was explained the owner of the property would own both the business and residence. The assessment for this property has been paid, the connection would be charged the commercial rate, this would be handled by the installation of a meter to monitor the water use for the business. There will be two separate bills for the sewer use at this property location.  

Motion was made to approve the change order application of Cheryl Thorpe for connection to the Town of South Windsor sewerage system for property located at 930 Sullivan Avenue, South Windsor, CT, in accordance with Drawing No. 2/2 entitled

103 Palmer Drive
Galen Semprebon, P.E., Design Professionals, Inc. was present on behalf of Linda Cloutier to present the change order for property located at 103 Palmer Dr., South Windsor, CT. to extend the sanitary sewer lateral with additional manhole to service Lot #1. Approval is being requested to install an 8

Motion was made to approve the application of Linda Cloutier for an extension of the sewerage line for connection to the Town of South Windsor sewerage system for property located at 103 Palmer Dr., South Windsor, CT, in accordance with Drawing 4/6, entitled

COMMUNICATION AND REPORTS

Mr. Shaw thanked the Authority for the letter sent to the Town Manager.

2 Robinswood Way

The resident of the property at 2 Robinswood Way has contacted Mr. Shaw to have the sewer user bill pro-rated. Although he has connected his home to the sewer line there is no inside plumbing at the present time. Mr. Shaw was before the Authority to ask that this property be removed from the billing list for sewer user charges for this fiscal year. The property will be added to the list and pro-rated when the work is completed.

Detrex Corporation
Mr. Shaw received a letter (Attachment A) from Dexter Corporation, 240 S. Chapel Road, South Windsor, CT requesting permission to discharge 300 gallons of purge water into the sanitary sewer system from a well located on this property.  This site has had a contamination of the potable water supply and the State has requested the well be purged and the water be tested to determine the contamination source and extent.

The well will then be closed down and the property will be connected to the city water system.  This will be a one-time discharge into the sewer system.  Test results have been presented and Mr. Shaw has reviewed these with the State Department of Environmental Protection. This will not present a problem as far as the sewer system is concerned.

Due to the fact the Town Attorney was out sick and unable to present the draft ordinance motion was made to reschedule this item to the next meeting.
