CALL TO ORDER

Chairman Hindson called the meeting to order at 7:30 and appointed Mr. Havens to be a voting member in place of Robert Dickinson.

ACCEPTANCE OF MINUTES OF PREVIOUS MEETINGS

Motion to approve the October 2, 2001 minutes as presented

NEW BUSINESS

1496 Sullivan Avenue
Mr. Wallace was present on behalf of Wallace-Tustin Realty to present the application for connection to the Town sewerage system for property located at 1496 Sullivan Avenue.  This property was previously a single-family residence; it is now being converted into a real estate office. Mr. Shaw stated there was a developer

Fortin House Lot, 135 Pierce Road
Barry Ellison, P.E. from Design Professionals was present on behalf of Chris Fortin to present the application for connection to the Town sewerage system for property located at 135 Pierce Road.  There is a 140
Motion to approve the application of Chris Fortin for connection to the Town sewerage system for a single family residence located at 135 Pierce Road in accordance with drawing entitled

Holcombe Subdivision/Kelly Road
Barry Ellison, P.E. from Design Professionals was present on behalf of J. Kirby Holcombe to present the application for connection to the Town sewerage system for a 2 lot residential subdivision to be located on Kelly Rd.  This matter is presently before the Inlands/Wetlands and Planning & Zoning Commissions for approval.  The plan is to run two separate sewer lines, with slopes at 2 ¾ and clean outs located at 100lines.  Mr. Shaw stated there should be a space of not less than 2
Motion was made to approve the application of J. Kirby Holcombe for connection to the Town sewerage system for a 2 lot subdivision located on Kelly Road, in accordance with the drawing entitled Commission, if there are any proposed changes it will be necessary to return for approval of such changes; and subject to approval by the Town of South Windsor Engineering Department.

Strawberry Fields  - Sewer Plan Revision

Barry Ellison, P.E. from Design Professionals presented the application for the relocation of the pump station located in Strawberry Fields on Sullivan Avenue.  The pump station will now be relocated away from the wetlands area and closer to the paved road to make maintenance of this facility easier.  Mr. Shaw stated there was no problem with this change, but he stated some questions had come up regarding odor control at the pump station during the early part of the operation when very little flow will be going through.  A small turn over rate may generate gases which will cause odors, the contractor will be required to add a chemical if it is determined an odor problem exists.  Also the original plans showed 4with the updated plan.
Motion to approve the application for relocation of the pump station for Strawberry Fields, located on Sullivan Avenue, South Windsor, CT., prepared by Design Professionals, Inc., South Windsor, CT, Job # 1280, as shown on Drawing No. 9 entitled

Town Attorney Barry Guliano was present to review and answer any questions regarding his opinion on the refund of sewer user fees that were paid in error.  Attorney Guliano

735 John Fitch Blvd. Refund of sewer user fees

explained to the commission that there was no difference in a user charge and a tax, therefore if the WPCA agreed to refund the sewer user fees paid in error an ordinance would have to be written and presented to the Town Council for approval.  After some discussion it was decided the commission would prepare an ordinance to deal with this matter and cover a period of 20 years for a resident to ask for a refund.  An application for a refund will be filed with the WPCA and all necessary conditions must be met.  Attorney Guliano agreed to draft a sample ordinance and have it to the commission for the next meeting on December 4, 2001.

STRATEGIC PLANNING WORKSHEET

The Strategic Planning Worksheet was reviewed and discussed. Mr. Shaw will expand on the information provided by the members and an updated document will be presented to the members at the next meeting.
