CALL TO ORDER
Chairman Hindson called the meeting to order at 7:30 p.m.

UNFINISHED BUSINESS – Constitution Landing – Discussion to review the previously approved application for sewer connection on Nutmeg Road, South
Jim Aldrich, Aldrich Construction Co. representing the owners and Wayne Wright one of the owners were present to discuss the application for approval to extend the sewer on Nutmeg Rd., South as a public line. Discussion followed with Mr. Aldrich stating that it was originally thought a sewer line was already in place. The sewer line at its beginning is at a depth of 16 feet and ends at a depth of 12 feet. Because of the depth of the line and to help keep the cost of the project manageable it was decided to put the sewer line as close to or into the public easement area adjacent to the road. It was felt the lots involved would not be marketable if the buyer were required to maintain 16 feet of a private sewer line. It was brought to the Authority’s attention in a memorandum (Exhibit A) from
Town Manager, Matthew Galligan, that the developer was requested by the Planning and Zoning Commission to reorient the lots from the original proposal to improve the attractiveness of the development. In so doing it became necessary to move the proposed sewer line from Connecticut Avenue to Nutmeg Road, South. Therefore, it is the recommendation of the Town Manager that the Authority accept the proposed main line sewer as a public sewer.
Motion was made to approve the change in ownership of the main line sewer on Nutmeg Road South from a private line to a public line with an easement in favor of the Town of South Windsor as shown on and in accordance with Drawing 1, entitled “Proposed Sanitary Sewer Installation” prepared for Hale Realty, LLC, South Windsor, Connecticut by Messier & Associates, Inc., Manchester, CT. 06040 , Job No. 99-129, Dated 12/00 with no revisions.
