CALL TO ORDER

Chairman Hindson called the meeting to order at 7:32p.m.

ACCEPTANCE OF MINUTES OF PREVIOUS MEETING

February 6, 2001

Mr. Aries asked that he be marked as absent from the meeting of February 6, 2001, as he was left off the attendance roll call list.

Motion to approve the minutes of the February 6, 2001 meeting, as amended

NEW BUSINESS

Cloutier Sewer Extension, Approval to Connect

Galen Semprebon, P.E. from Design Professionals was present on behalf of Linda V. Cloutier to present the application for the sewer connection extension of a residential 3-lot subdivision located on Felt Road. There is presently a house and garage located on lot #1, an easement is to be provided for Lot 1, which is currently on a septic system, for future connection over lot 2 and 3.  The system will be a gravity flow system with a minimum slope of 2%. Mr. Carino stated his concern regarding the easements on the property and stated approval should include a condition requesting the Town Attorney review all previous and new easements.

New Business, continued

Motion to approve the application of Design Professionals, South Windsor, CT for extension of the sewer line from Route 74 manhole to a new manhole located on Cloutier Parcel, for lots 2 and 3 of a subdivision, located on Felt Road, in accordance with Drawings No. 2 entitled “Cloutier Subdivision Key Map”, Drawing No. 6 entitled “Detail Map”, Job No. 99-1245, Dated 2-2-01, with no revisions; with the following conditions: any changes to the map that affect the sewer line will require the applicant to return to the commission for further approval; review and approval of the Town Attorney of all previous and new easements; subject to the approval of Planning & Zoning Commission; subject to the approval of the Town Engineering Department.
        Motion was made by Mr. Aries

There was a general consensus to add Total Fitness Corp. (approval to connect) to the New Business portion of the agenda.

Total Fitness Corp. – Approval to Connect

Galen Semprebon, Design Professionals, Inc. was present on behalf of Total Fitness, Inc. to present the application for sewer connection of a commercial building to be located on Nutmeg Road South for an area covering approximately 1 acre. There is an existing sewer that the building would be connecting into.  This building will be the corporate headquarters of Total Fitness, Inc., covering approximately 13,000 sq. feet the building will be used for storage and assembly of exercise equipment, the front of the building will house offices.  An area will also be provided for wrestling and the training of such during the off season.  The sewer connection would be into an existing line that is currently being finished in the area.  Mr. Shaw stated the connection charge for the sewer line would be the minimum charge of $2,500.

Motion to approve the application of Total Fitness, Inc. for connection to the sewer of a commercial building located on Nutmeg Road South in accordance with Drawing No. 1, entitled “Site Plan of Development” for Total Fitness, Inc., Drawing No. 2, entitled “Plot Plan” and Drawing No. 3, entitled “Topographic Plan”, prepared by Design Professionals, Inc., South Windsor, Connecticut, Job No. 00-1424, Dated 1-25-01, with no revisions and subject to the following conditions: a connection charge in the amount of $2,500, based on 1 acre be payable at the time the permit is issued; subject to the approval of the Town Planning & Zoning Department; any changes made to the map that affect the sewer line will require the applicant to return to the commission for further approval; also subject to approval by the Town Engineering Department.

NEW BUSINESS, Continued

Proposed Industrial/Commercial Billing List for FY 2000/2001 – Approval to Bill

Mr. Shaw had sent out copies of the billing list (Attachment A) with the agenda, and the members reviewed it.   Discussion followed with Mr. Shaw explaining why the commission received two billing lists; it was stated the MDC has had problems obtaining data from their computer system this past year.  It was necessary for us to go back to the MDC and obtain correct flow amounts, due to the fact there was a large difference in the flow figures from last year for a number of businesses.  There is an 8.4% decrease in total flows over last year; the revenue is less approximately $19,000, even with a unit charge increase of 2.5% this past year.  Concerns were raised regarding the accuracy of the billing provided by MDC.  Mr. Shaw made the suggestion that a letter be sent to someone in authority at the MDC asking them to look into this problem and provide us with the assurance that this problem will be corrected.

Motion was made to accept the FY 2000/2001 Industrial/Commercial Sewer User Billing List subject to any adjustments that the facts would dictate.

COMMUNICATIONS AND REPORTS      

Goodhill Road
Mr. Shaw presented a situation involving the lateral that was possibly installed improperly on property located on Goodhill Rd.  At this time there is not enough information available for discussion as this problem goes back over 20 years, Mr. Shaw hopes to have this information available for the next meeting.

UV Grant
Mr. Shaw stated there was a meeting with the DEP and the State Treasures Office regarding the grant for the UV system.  At the next meeting an explanation of the documents needed for the project will be provided.
 
Discussion regarding submission to WPCA
Discussion followed regarding the acceptance of applications submitted to the WPCA before they have been approved by the Planning & Zoning Commission and the Wetlands Commission.  It seems that there are more applications being presented to the commission before the other necessary approvals are obtained.  Mr. Shaw asked for guidance from the WPCA members about the proper way to handle these requests. The general consensus was that preliminary approval should be given to the firms submitting

applications to the WPCA.  The Authority felt it is necessary for the design firms to obtain Planning & Zoning and Wetlands approval before coming to the WPCA, if that approval is not obtained beforehand, WPCA approval would be given by the Authority with the condition stating that any changes to the design that affect the WPCA would require the applicant to return for further consideration.  It is also understood that certain conditions would arise requesting the WPCA review and give approval before Planning & Zoning and Wetlands approval has been given.

There was a discussion regarding the attendance issue at the WPCA meetings, it has been increasingly difficult to have a quorum at the meetings.  Mr. Carino stated he was in the process of sending a letter to the Town Council to follow up with committee members who have not attended 3 consecutive meetings and notifying these members they will be replaced if they are unable to attend the meetings on a regular basis. Mr. Hindson will call and see if it is possible to add one or two more people to the commission.

LETTER FROM WALTER MEALY TO WATER POLLUTION CONTROL AUTHORITY

Mr. Hindson received a letter from Walter Mealy, Chairman, Planning and Zoning Commission (Attachment B) asking the WPCA to meet with Planning and Zoning to discuss the Town Plan of Conservation and Development.  Mr. Mealy asked if the Authority would be available to meet for one hour on April 24, 2001, from 7:00 – 8:00 p.m.  It was agreed upon that several of the members would be available to attend this meeting.  Further discussion involved the presentation of the Plan of Development done by the Authority for installing sewers in the future.  The data that was collected was given to the Planning Department; Mr. Carino felt the WPCA should present this information to the Commission at the above-mentioned meeting.  It was agreed upon to add this item for discussion to the agenda for the next WPCA meeting.  Mr. Hindson requested that Mr. Shaw bring the documents and data that was collected for the Authority to review and discuss.
