CALL TO ORDER

Mr. Carino called the meeting to order at 7:30 p.m. noting that Mr. Hindson would be unable to
attend this evenings meeting. Since there were several individuals present Mr. Carino gave them
the option of presenting their proposals at this time or continuing them until the next meeting.  
Both parties agreed to review the information they presently had knowing no action would be
taken at this time.  

Due to the fact only two (2) members were present and four (4) are needed for a quorum the following items were discussed but no action was taken.
ACCEPTANCE OF MINUTES OF PREVIOUS MEETING

November 8, 2000

Mr. Carino asked that the statement made by Mr. Aries on Page 4 of the minutes dated November 8, 2000, pertaining to Unfinished Business – Abbe Rd. Ext. be confirmed with Mr. Aries, that he did in fact make the following statement “Who was responsible for the confusion regarding this matter, the property owners filed all the proper documents and were not aware the easement of this property may not be approved.”  Mr. Carino asked the residents (Mr. & Mrs. Denshick) if they in fact filed the papers, they stated they did not; the papers were given to their attorney to file. This statement will be verified with Mr. Aries at the next regular meeting.

NEW BUSINESS

6 Evans Crossing (lateral/sewer connection approval)

Monique Paquet was present to represent the applicant Stephan Builders, Inc. for a new home being built on Avery St., and to request approval to connect to the sewer on Avery St. with a manhole located at Evans Crossing. Mr. Lugli stated the staff had no objections to granting this approval. The connection will be a standard 4” pipe, with a 2% slope and a clean out at the end.  No easement will be necessary, as the line would not cross any other property.  Both Mr. Carino and Mr. Dickinson found the plan acceptable and had no reservations about granting an approval.  Due to the time restriction on this project, with winter coming, Mr. Carino agreed to contact the board members who were absent and obtain an approval.  He also stated he would contact Ms. Paquet with an answer as soon as possible.

NEW BUSINESS, continued

Strawberry Fields – Sullivan Avenue (concept approval)

Galen Semprebon, P.E. from Design Professionals represented the applicant Sullivan Town Houses, L.L.C., seeking conceptual approval for a sewer connection for an elderly condominium residence to be built on Sullivan Avenue.  The residence will consist of 43 units and will maintain a private sewer system, which will empty into the public system on Sullivan Avenue.  The contractor will construct and maintain a pump station which would force the sewage to the manhole located on Sullivan Avenue.  Mr. Carino stated he saw no problems with this design, but as in the past the Town has an obligation to help if a problem should arise at the pump station.  Discussion also followed regarding the location of the pipe connecting to the manhole on Sullivan Avenue.  Mr. Carino expressed concern with the settling of the road after construction and the fact the cars would be driving directly on top of the pipe.  Mr. Dickinson asked if it would be possible to locate the pipe in the open space area.  If it were possible to do so approval would have to be obtained from the Town, in the form of an easement.  Mr. Lugli, representing Mr. Shaw, expressed the opinion of Mr. Shaw, that he felt Strawberry Fields should be required to connect to a gravity line to be constructed along Sullivan Avenue at Collins Crossing.  Discussion followed making reference to the opinion of Mr. Shaw and stating the possible need for this due to future development. In the past several residents in the area of Hillside Drive inquired about the possibility of hooking up to the system in the future.  Recommendations were made to supply the WPCA with the following requirements in order to obtain final approval:
Emergency electrical system for the pump station should there be a power failure
Pumping capacity/what precautions will be taken in the event of a pump failure
Possible alternate route, for pipe construction, through open space as opposed to going under Sullivan Avenue

UNFINISHED BUSINESS

350 – 364 Abbe Road Extension – Sewer Easement
Mr. & Mrs. Denshick, the property owners, were present Mr. Lugli stated a camera crew was hired to check the line and determine if it is a T or Y connection. The camera was placed in the manhole in the cross-country line. Upon inspection it was found the line was plugged with grease, therefore this had to be cleaned out before the camera could finish the inspection. Mr. Lugli stated the manholes were checked on a regular basis and the jet truck is used to clear any obstruction.  At this point Mr. Lugli presented the video showing the line and the placement of the T line on the Denschicks’ property.

After viewing the video it was stated there were a number of questions which needed to be answered, they are as follows:
What is the flow capacity of the line?
What is the slope of the pipe?
Is there an obstruction in the cross-country line where it meets the main line?
Feasibility of connecting lateral directly to the manhole.

Mr. Lugli asked what the end result would be if it was found the pipe was out of alignment and causing an obstruction, he stated it would be in the Town’s best interest to have this line cleaned on a regular basis (at the present time the clean out is done every three years), recommendation was made to have this done at this location every three months.  The evidence presented tonight indicates the pipe down stream from the Denshicks connection may be the cause of the backup they incurred in March 2000, but until the questions listed above are answered it would be difficult to definitely state this. This item will be placed on the agenda for the next monthly meeting, January 2, 2001.
