South Windsor Public Building Commission
Minutes – Regular Meeting – August 20, 2014

Members Present:  Howard (Hap) Fitts, Carol Kelley, Charley Lyons, James Neary, Edward O’Connell & Tim Wentzell

Also Present: BOE Representatives, Dr. Carter and Patrick Hankard

Chairman Fitts called the meeting to order at 6:30 PM.

Approve Minutes

A motion was made by Mr. Lyons, seconded by Mrs. Kelley to approve the minutes of the August 6, 2014 meeting as presented. Motion passed unanimously.

Payment of Invoices

A motion was made by Mr. Neary, seconded by Mr. O’Connell to approve the payment of
Invoice #001431614 to the Hartford Courant in the amount of $182.01. Motion passed unanimously.

Patrick Hankard opened and read the fee proposals submitted for the Orchard Hill Elementary School project owner’s representative services.  The proposals were as follows:

Capital Region Education Council (CREC)         $885,500

Vinmas                                          $102,635 Pre-construction
                                                        $110,260 On-site management
                                                        $228,000 Construction

Arcadis                                                 $595,736

Strategic Building Solutions                    $437,593

Following the opening of the bids, the commission went into executive session for the purpose of interviewing each of the four respondents.  

Executive Session

A motion was made by Mr. Fitts, seconded by Mr. Wentzell to enter executive session at 5:45 p.m. to discuss and conduct interviews concerning the responses to the request for proposals for owner’s representative services.~ Such executive session shall include Superintendent Kate Carter and Director of Facilities Patrick Hankard, Clerk Ann Walsh and shall also include the individual respondents during the time of their interviews only.  Motion passed unanimously.
The commission adjourned executive session by consensus at 9:05 p.m.
A motion was made by Mr. Neary, seconded by Mr. Lyons as follows:

WHEREAS, the Town seeks to engage a firm to provide comprehensive owner’s representative and project management services for the design and construction of the Orchard Hill Elementary School (Project Number TMP-132-ZWJF), the design and construction of which was approved at referendum on March 25, 2014; and
WHEREAS, the Public Building Commission (PBC) has requested and received qualifications and proposals for such services from various firms; and
WHEREAS, the PBC has interviewed finalists selected on the basis of the responses to its Request for Qualifications, dated July 22, 2014 (the RFQ) and its Request for Proposals, date August 7, 2014 (the RFP); and
WHEREAS, the PBC has determined on the basis of the responses to the RFQ and RFP, WHEREAS, the PBC has determined on the basis of the responses to the RFQ and RFP, as well as the interviews, that the firm of Strategic Building Solutions is to be awarded the contract of owner’s representative for the Orchard Hill Elementary School.  
The next meeting of the PBC will be held on September 3 at which DRA and, if a contract is signed, Strategic Building Solutions, will attend.

There being no other business to come before the meeting, the meeting was adjourned at 9:20 PM.
