South Windsor Public Building Commission
Minutes - Regular Meeting – November 10, 2010


Present:  Chairman Fitts   and Members:  Jeski, Lyons, Neary, and Wilson.

Also present:  Chief Crombie, Fire Marshall Walter Summers, SWFD IT Director Scott Roberts.

Chairman Fitts called the meeting to order at 6:30 pm in the Directors’ Conference Room in the South Windsor Public Library.  Minutes of the Regular Meeting of October 13, 2010 were unanimously approved as presented.


Communications and Correspondence

None


New Fire House #3 and Ambulance Facility

Messrs. Summers and Roberts were at the meeting to present a proposal for a fiber network to connect Station # 3 with the Town Hall, the Police Headquarters, and the Public Works facility on Burgess Road.  The IT loop would improve communications for emergencies, for training, and would be a start on future municipal fiber communications.   There were lots of questions, and fewer answers as the idea was in its earliest stages of discussion, but the benefits were clear.

The initiation of the topic with the PBC was to explore if any unspent funds from the construction project might be applied to this fiber network development.  PBC members were interested and saw the merits of the proposal, but were concerned if use of bond monies approved in a referendum specifically for building construction could be legally spent for this type of proposal.   It was suggested that this issue be discussed with the Town Manager and, possibly, with the Bond Counsel.

For the construction project itself, it was reported that sealing of the apparatus rooms floors has finally been completed.  While we have no Certificate of Occupancy yet, we believe that payment of some fees may be the only holdup.  Furniture has not yet been delivered, but is anticipated by early December.   We all agreed that once those items are cleared up, an opening and dedication should be scheduled.

There being no other business, the meeting was adjourned at 6:55 pm.


The next regular PBC meeting is scheduled for Wednesday December 8, 2010, starting at 6:30 pm in the Directors’ Room on the lower level of the South Windsor Public Library.
