Chairman Wentzell opened the public hearing at 7:30 p.m. and welcomed alternate Michael Sullivan to the Planning & Zoning Commission. McCann read the legal notice as published in the Journal Inquirer.
Appl 04-25P, Friend In-Law Apartment, request for a 5-year in law apartment permit for property located at 887 Ellington Road, A-20 Zone
Tim Friend presented the application to the Commission indicating the in-law apartment would be for his parents and he described the changes to the interior of the home.
The public hearing closed.
Appl 04-10P, Quarry Brook SRD, request for a special exception to 4.1.12 and site plan approval for a 6 unit Senior Residence Development for property located on the northerly side of Pleasant Valley Road, westerly of Clark Street, RR zone
Walt Kebalo presented a proposal to the Commission for a Senior Residence Development for a 6 unit building on a 3.14 acre parcel at 960 Pleasant Valley Road. Galen Semprebon with Design Professionals, Inc., reviewed the engineer aspect on the site. The public hearing closed.
Appl 04-15P, A & S Boats, request for a two year temporary and conditional permit for boat display areas on property located at 713 and 735 John Fitch Boulevard, GC zone
Mark Passeri owner of A & S Boats presented to the Commission an application for a temporary and conditional permit to allow a boat display area. The public hearing closed.
Appl 04-16P, Tom Young, request for a two year temporary and conditional permit for outdoor storage of engineered wood building products on property located at 317 Chapel Road, I-291 CD zone
Tom Young presented the application to the Commission indicating storage of building products only. There would be no manufacturing on the site. Young stated the parcel was zoned industrial until the zone changed to the I291 Corridor Zone and he would like to be able utilize the parcel. The public hearing remained opened to address the concerns of the Commission and to allow the applicant to provide additional information. The application will be continued to a future agenda.
Appl 04-18P, Bolstridge Accessory Apartment, request for a special exception to Article 4.7.1 to create an accessory apartment at 106 Pierce Road, RR zone
Attorney Hal Cummings with Cummings, Lanza and Purnhagen, presented the proposal for an accessory apartment indicating the application meets the criteria for a special exception to Article 4.7.1. The public hearing closed.
Appl 04-20P, Timothy H. Wentzell, request for an amendment to Section 4.6.c.2 of the zoning regulations to allow interior lots with A-20 zoning on the frontage portion of the property when certain criteria are met
Commissioner McCann, Vice Chairman, chaired this portion of the public hearing.
Tim Wentzell presented the application for an amendment to Section 4.6.c.2 of the zoning regulations and presented three options to the Commission. The public hearing closed.

Alan Lamson presented the elevations for building 500B. There was a general discussion of the Commission.
Motion to approve the elevations for building 500B was made by Commissioner Kennedy.

Pruch Redemption Center – 240 Chapel Road (see attached letter)
The presenter for this preliminary discussion was not present. Marcia Banach, Director of Planning reviewed the letter submitted by Mr. Pruch and Mr. Olesen. The Commission had a discussion and questions regarding the use of the property. There was no one present to answer the concerns of the Commission. The Commission indicated a site plan application would need to be submitted.

Kevin Greer was present and describe the intended use for property located at 435 Chapel Road.
