OPEN SPACE TASK FORCE ACTION MINUTES


Meeting of November 1, 2010, Madden Room

Meeting Called To Order:  5:37 p.m.


MEMBERS PRESENT:  Pat Botteron, Betty Osborne, Louise Evans, Betty Warren, Carol Heffler, Roy Normen, Karl Reichle, Jeff Folger, Viney Wilson, George Caye, David Romejo

MEMBERS ABSENT:  Mike Gantick, Herb Asplund, Sue Larsen

  • The October 4, 2010 minutes were unanimously accepted.
  • The Town of South Windsor will be receiving an award for tree planting for the 40th. Anniversary of Earth Day.  This will take place at the Connecticut Urban Forest Council on November 3, 2010.   Gantick and Marcia Banach will be giving a presentation on “What Do You Do With Open Space”.   Reichle will also be attending these meetings and will report back at the next Open Space Task Force meeting.
  • Folger has put in for a grant through the NU Environmental Grant program for signage at Wapping Park.  
  • Botteron picked up information on a website from the Connecticut Forest and Park Association to post walking trails.  Botteron spoke with Ginny Hole, Chair, of the Walk and Wheel Ways Committee and they are already doing trail maps on this website.
  • The financial report of the Town of South Windsor Analysis of Open Space Capital Project from 1996 until June 30, 2010 was passed out to the members.   A quick review noted that some members have questions and these questions will be brought up at the next meeting.
  • Supplies needed for the Family Walk Day at Wapping Park, November 7, 2010 from 1:00 p.m. – 4:00 p.m. were discussed.  Scheduling was also reviewed.  A revised map showing all Town owned properties was presented with a simplified color representation.  Discussion ensued on whether to keep it two colors differentiating the Town owned properties from the subdivision owned open space or add more colors.  A motion was made to leave the map showing two colors, the motion carried.   Caye, yes: Warren, yes: Reichle, no: Evans, yes: Normen, yes: Folger, yes: Wilson, yes: Osborne, no: Heffler, no: Botteron, abstention.
  • The map that has been used, with more detailed information about Town owned properties (ie:  agriculture, active recreation) will also continued to be used.
  • Botteron reviewed a public invitation to the Family Walk Day at Wapping Park which she will present at this evenings Town Council meeting.
  • A discussion about purchasing a table to use to display our brochures with our informational/educational booth took place.   A motion was made to permit Folger to spend up to $100 on two tables.  The motion carried unanimously.
  • Folger passed around two laminated pamphlets showing the wildlife and trees native to Connecticut.  Folger felt we may be able to sell these at events where we have our conservation/preservation information.  It was thought that a sales tax may have to be charged.  Botteron will contact the Finance Dept. to find out the specifics.
  • Property updates:  Nelson Property, Deming St., closed
                                         Peck Property, Rt. 5/Sullivan Ave. has been resolved

  • The 765 Sullivan Ave., property was discussed about the commercial parcels and those that had previously been designated open space.  Discussion will continue at the next meeting.  625 Sullivan Ave., property was not discussed and will be done at the next meeting.
Agenda items that were not discussed because of time limitations were a report on the Conservation Commission and the Executive Session – Potential land purchases was also not discussed and will be presented at the next meeting.
