OPEN SPACE TASK FORCE MINUTES


Meeting of September 12, 2005

Meeting Called To Order:  5:30 p.m.

Meeting Adjourned: 7:05 p.m.


MEMBERS PRESENT:        Herb Asplund, Marcia Banach, Pat Botteron, Louise Evans, Mike Gantick, Sue Larsen, Roy Normen, Betty Osborne, Karl Reichle, Jim Snow, Betty Warren (Gantick left the meeting at 5:50 to attend to other Town business)

MEMBERS ABSENT: Carol Heffler

GUEST PRESENT:  Barry Guliano, Town Attorney


·       Minutes from the May 2, 2005 were unanimously accepted.

·       A motion was made by Evans and seconded by Warren to move agenda item  #5, to agenda item #1 to allow Attorney Guliano to be first on the agenda.  The motion unanimously carried.

Attorney Guliano addressed the Task Force on referendum guidelines.  He addressed the restrictions and limitations on Town officials regarding advocating the open space referendum question.   It was agreed that before the Task Force put forth any form of publication it would be forwarded to Attorney Guliano for approval.  

·       An application to mow up to the pond, behind house lot #1 and change the status of this subdivision from passive to active recreation was received by the Public Works Dept in accordance with the established Council procedure. A date and time was set to review the subdivision open space at Vintage Hills, located on Barber Hill Road. The Task Force will review the application and results of the site walk at the next monthly meeting on October 3.

·       Banach reported that a $31,000 fine imposed upon Redland Brick Company by DEP for an air quality violation would go into the Town
·       Botteron reported that there was no ATV or motorbike activity on the Wapping Park parcel this summer.  She had spoken with DEP members and only twelve water chestnut plants (this is an invasive species) were found in the Mill Pond this year.   The DEP informed Botteron that the water chestnuts were removed from the pond.  

·       Reichle reported that two sheds were built, one for the Donnelly Preserve and the other for Rye Street Park, with labor provided by the boys who vandalized the Rotary Pavilion at Nevers Road Park as reparation for the vandalism.  This project was overseen by the parents of these boys and Reichle; the Rotary Club donated monies for materials.

·       Education programs will be carried out on the Donnelly property by Deb Field, Teacher of the Year.  Other projects, such as extended walking trails, are proposed by the Scouts.


The next scheduled meeting will be October 3, 2005
