MINUTES PAGE 1  REGULAR MEETING
CAUCUS ROOM     TOWN HALL       May 6, 2008

CALL MEETING TO ORDER

Chairperson Macro called the meeting to order at 7:40 PM and appointed Jean Klein as a regular member of the commission for this meeting.

ROLL CALL

PUBLIC PARTICIPATION

Mr. Louis DiModugno, 1675 Main Street, in regards to the Certificate of Appropriateness for his front yard fence.

APPROVAL OF MINUTES OF PREVIOUS MEETING

Motion to approve previous meeting minutes was made by Jean Klein, seconded by Gary Pitcock and approved unanimously.

NEW BUSINESS

OLD BUSINESS

Mr. Louis DiModugno advised that he would agree to remove the top 4 inches of the picket on his fence and install an elevated square cap on all posts.  Mr. Fitzpatrick moved to approve the Certificate of Appropriateness as modified above. Seconded by Jean Klein and carried unanimously. Commissioners also saw no need for a separate Certificate of Appropriateness for the columns already installed on the front porch. Approval for the columns was expressed and the complementary nature of the design was recognized.

There was a brief discussion of the Application (#04.07 dated August 31, 2007) of Carol Shepard for the handrails at the East Windsor Hill Post Office. Chairperson Macro reported that she had inspected the handrails at the Topstone Golf Course, which Ms. Shepard planned to use, and they seemed fine. The rails had a dark bronze appearance and did not have any bright brass trim which had been a concern of the Commission.  
ADMINISTRATION

(a.)    The application for Phase II of the Historic Resources Survey was reviewed.  The Town Council has approved entering into a contract for Phase II for an amount not to exceed $15,000.
(b.)    The Commission discussed the various administrative Issues that should be worked on and discussed for future action and implementation:
-       Register the Four Corner area (Wapping) on the State Register of Historic Places
-       Proposing a Demolition Delay Ordinance
-       Initiate a letter to Planning & Zoning with Historic District Commission position on Interior Lots
-       Complete application process to become Certified Local Government

ADJOURNMENT

A motion to adjourn was made at 9:15 PM by Walter Fitzpatrick, seconded by Gary Pitcock and approved unanimously.
