        TOWN OF SOUTH WINDSOR

MINUTES         REGULAR MEETING
MADDEN ROOM     TOWN HALL       November 12, 2013

ROLL CALL
Members present:        Chairperson Virginia Macro, Gary Pitcock, Walter FitzPatrick, Sandra Jeski (arrived late)
Members absent: Peter Jennings
Alternates present:     Louise Evans, Katherine Foley
Alternates absent:      Caroline Taylor

CALL MEETING TO ORDER
Chairperson Macro called the meeting to order at 7:35 p.m. and appointed Commissioner Foley to sit for Commissioner Jennings and Commissioner Evans to sit for Commissioner Jeski.

PUBLIC PARTICIPATION
  • Attorney Gersten representing Mr. and Mrs. Fraise.
APPROVAL OF MINUTES OF PREVIOUS MEETINGS
Motion to approve the minutes of the Regular Meeting of October 1, 2013 with a modification under Old Business #2 to read “Permission granted to waive…” was made by Commissioner Pitcock, seconded by Commissioner FitzPatrick. The motion carried unanimously.

Motion to approve the minutes of the Special Meeting of October 29, 2013 was made by Commissioner Pitcock, seconded by Commissioner FitzPatrick. The motion carried unanimously.

Motion to suspend Regular Meeting to go to Public Hearing for five minutes was made by Commissioner Evans, seconded by Commissioner Foley. The motion carried unanimously.

NEW BUSINESS
  • Motion to approve the Kerrigan’s COA Application for the installation of a Direct TV satellite dish on the rear roof top was made by Commissioner Jeski, seconded by Commissioner Foley. The motion carried unanimously.
  • Regarding the Kerrigan’s COA application for installation of a generator, discussed possibility of moving the generator east to the rear of the foundation corner by the new rear addition.  Applicant will be asked about this possibility.
  • Discussed the request to modify a two year old COA for an outbuilding for Ms. Johanna Perkins at 1544 Main Street.  Commission is not sure how valid the current COA is, but recommends a new application as the most expedient solution.
OLD BUSINESS
  • Discussed a revised plot plan for parking in front of house at 1562 Main Street, including modification suggested by the Commission.
  • Status of demolition applications for 1146 Main Street, Governor’s Highway and Sullivan Avenue were discussed.  All delays have expired and demolition is possible.
  • Discussed and modified application procedures for a COA from the Historic District Commission.  Procedure to be approved at subsequent meeting.
ADMINISTRATION
  • Reviewed and approved Meetings Schedule for 2014.
ADJOURNMENT
A motion to adjourn was made at 9:30 p.m. by Commissioner FitzPatrick, seconded by Commissioner Pitcock and approved unanimously.
