REGULAR MEETING
June 7,  2011

CALL MEETING TO ORDER:  Chairperson Macro called the meeting to order at 7:40 pm

Members present:        Chairperson Macro, Commissioner Pitcock  
Members absent: Commissioner FitzPatrick, Commissioner Jennings, Commissioner Klein
Alternates present:     Commissioner Evans
Alternates absent:      Commissioner Foley, Commissioner Taylor

Commissioner Evans was sitting for Commissioner Klein.

PUBLIC PARTICIPATION:  
  • Sue Shepard attended the meeting to participate in the review of renovations to the entrance of the East Windsor Hill Post Office, which had been approved with stipulations in 2007 (COA # 05.07). The postal service is resurrecting the plan and had submitted the details as requested.  Ms. Shepard and the Commissioners had both aesthetic and safety concerns about the plan.  Chair Macro will email the postal service contact and refer him to Ms. Shepard for further review.  The plans are to be re-submitted to the Commission.
APPROVAL OF MINUTES:
Delayed until next meeting.  Commissioners present had not attended April meeting.  The May meeting was canceled.

NEW BUSINESS:
  • Site plans for the CREC – International Magnet School proposed for a parcel near the intersection of Chapel Road and Long Hill Road were discussed.  Perkins Eastman (the planning firm) wanted to know what historic buildings might be impacted by the project. Commissioners noted the following structures: on the NE and SE corners of the intersection of Chapel and Long Hill are houses listed in the Phase II Historic Resources Inventory, as are several houses on Long Hill from Chapel to I-291.  Immediately on the South side of I-291 are two houses listed on the National Register of Historic Places. It was also noted that there are two foundations relating to the Elmore family on the proposed parcel.  This information will be reported to Perkins Eastman.
OLD BUSINESS:
  • After discussion, it was decided that 30 copies each of Phase I and II of the Historic Resources Inventory should be produced.
  • Commissioner Evans reported on the requirements for registering South Windsor as a Certified Local Government with the State of CT. It was decided to postpone working on this possibility until other projects are completed.

ADJOURNMENT:
Commissioner Evans moved to adjourn the meeting at 9:20 pm; seconded by Commissioner Pitcock.  The motion carried unanimously.
