1.      CALL MEETING TO ORDER

Chairman Murtha called the meeting to order at 7:34 p.m.

2.      PUBLIC PARTICIPATION
None

3.      APPROVAL OF MINUTES
Murray and Neary stated that they did not receive an agenda or minutes in the mail and agreed to approve at the next meeting.

4.      OLD BUSINESS
None

5.      COMMITTEE REPORT

Report from Chairperson Murtha- Murtha stated that Kathy is seeing that minutes for
her other two commissions (IWA/CC & ZBA) will be emailed or sent via the postal
service.  

Report from Joseph Carino- Water Pollution Control- Carino stated that Jay's Landscaping and Webster Corp has been approved.

6.      COMMUNICATIONS AND REPORTS

Report from Craig Stevenson, Economic Development Consultant

        a.  Working with owner of property on John Fitch Blvd. and Chapel Road.

        b.  Jay's Landscaping was approved by Planning & Zoning.

c.  Rye Street- All state permits are in place with all street and easements working out. State grant to town- Town will reimburse Aldi.
d.  I-291- Completed- will be done in the next couple of days, new user, large project.  Talking with other property owners and has hired a designer from California.  Designer has done 120 other properties throughout the country.  170,000 sq. ft.  Stevenson stated that they would meet again regarding the project again in the middle of August.  

e.  C & S Distribution Center requested financial incentive from the Town.  The Town does not have a program to offer at this time.

f.  Downeast Associates-Property in South Windsor next to Joann's, 50 acre site, want to connect the property to Evergreen Walk, large retail project.  They are currently negotiating with the Town.

7.      NEW BUSINESS

A presentation was made by Peter DeMallie of Design Professionals regarding the
following zone changes.  Harold Cummings also made comments in favor of the changes.

        A. Zone change Industrial to Restricted Commercial- Current South Windsor Tobacco Farm building on the Northwest corner of Governor's Highway and Route 5, being developed by Bob Urso.  After much discussion regarding spot zoning a motion to recommend the zone changes from Industrial to Restricted Commercial

Seconded by: Commissioner Williams
The motion: Carried with Commissioner Carino abstaining

        B. Zone change from Rural Residential to General Commercial - vacant land at 45 John Fitch Blvd.  Motion to recommend zone change

Was made by: Commissioner Mitchell
Seconded by: Commissioner Neary
The motion: Carried with Commissioner Murray abstaining due to a conflict of interest

        C. Zone change for Ken Corneau- I-291 zone East Hartford Welding.  After much discussion among Commission members, a motion was made to change back to Industrial zone.

Seconded by: Commissioner Morrison
The motion : Carried
The vote was; unanimous

8.      ADJOURNMENT

Motion to: Adjourn at 9:02 p.m.
