ECONOMIC DEVELOPMENT COMMISSION
TOWN OF SOUTH WINDSOR
MINUTES                                                                                  JUNE 23, 2010
MADDEN ROOM                                                                            TOWN HALL

Present: Chairperson Louise Neary, Joseph Carino, Joseph Kennedy, Edwina Futtner, Bill Jodice, Dwight Johnson, Linda Jeski, Sue Burnham (arr. 7:34pm)

Absent: Marilyn Morrison, James Murray, Mark Lillis, John Mitchell, Jan Murtha and Roseann Williams

1. Call Meeting to Order: Chairperson Neary called the meeting to order at 7:33p.m.

2. Roll Call: The above-mentioned members were introduced.

3. Public Participation: None.

4. Approval of Minutes: A motion was made by Commissioner Futtner and seconded by Commissioner Jeski to table the approval of the minutes and was unanimously approved. Motion passed.

5. Old Business:
        CT Studios Update: None

6. Committee Report:

        Report from Joseph Carino, Liaison-Water Pollution Control Authority: The commission met last month. There is an upcoming public hearing on increases to user fees. WPCA is having trouble meeting eye to eye with the Town Council. A meeting with them will be held next week. The town council has submitted a budget for the WPCA including a rate that is lower than what the Authority is suggesting. There is some debate on what the Authority is authorized to do-including establishing the sewer rate. This should be resolved soon. 17% of South Windsor residents do not use the public sewer system and are concerned that WPCA bills would become taxable accounts instead of based on a user fee. Chairperson Neary asked when the bills will be coming out and Commissioner Carino stated that he believes they will be sent out July 1st. The construction of the new plant is on schedule. Commissioner Carino stated that there are no new upcoming projects.

        Report from Louise Neary and Sue Burnham-Discover South Windsor: Commissioner Burnham attended the last meeting and reported that Mill on the River signed up as a Platinum member. The new cards advertising the website have been received. Hits are going up and new pictures are being added to the site. Paint Me Picasso, a new store, will be going in to Evergreen Walk. Some nice press was in the Hartford Courant about South Windsor and the site. Next meeting is 10am on July 15 at Peter DeMallie’s office.

7. Communications and Remarks:

        Report from Louise Neary, Chairperson: Chairperson Neary has not received any communications that are pertinent to the commission. Chairperson Neary learned that there is a professional camera business that has come to town-they are used for surgery, etc…

        Report from Craig Stevenson, Economic Development Consultant: None.

8. New Business:

Commissioner Burnham asked about the purchase of a building by a studio and wondered if it was related to CT Studios. Commissioner Jodice wondered the same thing. Chairperson Neary also heard about the groundbreaking of a studio in PA by Pacifica Ventures. Commissioner Johnson asked about the new grocer that was supposed to go near Highland Park Market and Chairperson Neary stated that it was Aldi’s but that they were too close to Stop N’ Shop. Highland Park Market was expecting apartments to be built long before now and others believed that the cause of them leaving was the cost of the rent.

9. General Discussion: None.

10. Adjournment:
A motion to adjourn was made by Commissioner Futtner and seconded by Commissioner Jeski at 7:55p.m. and was unanimously approved. Motion passed.
