ECONOMIC DEVELOPMENT COMMISSION
TOWN OF SOUTH WINDSOR

MINUTES                                                                                 APRIL 21, 2010
MADDEN ROOM                                                                           TOWN HALL

PRESENT:  Sue Burnham, James Murray, Dwight Johnson, Linda Jeski, Joseph Carino, Jan Murtha, Alternate Roseann Williams, Alternate Bill Jodice, John Mitchell (arr. at 7:35pm) and Joseph Kennedy (arr. at 7:35pm)

ABSENT: Chairperson Louise Neary, Edwina Futtner, Mark Lillis and Marilyn Morrison

1. Call Meeting to Order:  Commissioner Burnham called the meeting to order at 7:33p.m.

2. Roll Call: The above-mentioned members introduced themselves.

3. Public Participation: None.

4. Approval of Minutes:
        Minutes of 3-24-2010: A motion was made by Commissioner Mitchell and seconded by Commissioner Murtha to table the minutes for further clarification and was unanimously approved. Motion passed.

5. Old Business:
        CT Studios Update:  Commissioner Burnham spoke briefly with Mr. Stevenson and he stated that the project is moving forward and that the ground breaking event date has been changed.

        Report on Google Competition: No update available.

6. Committee Report:
        Report from Joseph Carino, Liaison-Water Pollution Control Authority:  Commissioner Carino reported that the WPCA accepted an application from Fulsom Property Management to tie into the service. The Town Council is looking into taking the capital improvement funds from user fees making it a taxable item. Some residents that have septic systems complained that they didn’t want to pay for a service that they don’t use but Commissioner Carino explained that users that have their septic system cleaned have their waste sent to the WPCA. Commissioner Carino stated that there will be meeting with the Town Council next Monday.  Commissioner Carino believes that this change will affect all residents and businesses. Commissioner Carino also stated that there will be a referendum item in November related to upgrades. Commissioner Carino was under the impression that WPCA was going about their business correctly. Commissioner Carino recommends that members keep abreast of the situation. Commissioner Carino requested a pre-meeting before Monday’s meeting but nothing has been scheduled. Commissioner Mitchell asked if this action is a result of a legal opinion and Commissioner Carino stated that there have been two different legal opinions made; one supporting the WPCA and the other stating that the WPCA has more control at this time than it should. Currently the WPCA is trying to find a legal definition for ‘capital improvement’ but has been unable to find one. Commissioner Carino spoke about a commercial condo that was going to be rented and then the owner decided to sell the condos. The complex was built with one meter and now the condos are privately owned and Commissioner Carino believes that the owners aren’t paying their fair share. Commissioner Mitchell suggested that each owner could have their own meters but Commissioner Carino doesn’t think that the owners will be happy with that type of resolution.

        Report from Louise Neary and Sue Burnham-Discover South Windsor:  Commissioner Burnham stated that the meetings occur on the third Thursday of the month at 10:00am at Design Professionals.  Ann King has been selected as the new vice chair. Hits are up but not to 1,000 per month yet. Three advertisements are being placed in the J.I.  The Recreation Magazine had advertisement in it and was mailed to all South Windsor homes. The intern is still working with the committee. Dennis Sheridan, Director of Human Services, will be posting town events to site. The committee is working on a new contest for businesses – the business with the most reviews posted will have a spotlight article about them on the site. A banner has been put up at Nomads. There will be a coupon button on the website available for certain businesses. New advertisement cards will be customized to focus on different types of businesses that are connected to the site such as one for restaurants, beauty care or shops.
        
7. Communications and Remarks:

        Report from Craig Stevenson, Economic Development Consultant: None.

Commissioner Burnham passed out a flyer regarding an event Thursday, April 29 starting at 4pm. Please let Donna Thompson know if anyone’s interested in attending.

8. New Business: None.

9. General Discussion: Commissioner Murtha announced that she believes that this will be her last meeting and will send a letter of resignation to the Town Council. Commission members thanked Commissioner Murtha for her time and expressed that she will be missed. Commissioner Murtha thanked members for their support over her twenty years of service on the EDC.

10. Adjournment: A motion was made by Commissioner Murray and seconded by Commissioner Mitchell to adjourn at 8:06p.m. and was unanimously approved. Motion passed.
