CALL MEETING TO ORDER

Vice-Chairperson Carino called the meeting to order at 7:43 p.m.

APPROVAL OF MINUTES OF PREVIOUS MEETING

A motion to approve the minutes of the October 22, 2003, Regular Meeting was made by Commissioner Lillis.  The motion was seconded by Commissioner Murtha and passed unanimously.

COMMUNICATION/REMARKS OF THE EDC CHAIRPERSON

Vice-Chairperson Carino chaired the meeting in the absence of Chairperson Anthony.

Vice-Chairperson indicated to everyone that a memo was received from the Town Manager regarding Economic Development Issues.  Everyone received a copy of the memo and a brief discussion was made.

OLD BUSINESS

Liaison Reports:

Report from Clifford Slicer, Liaison, Planning and Zoning Commission:
No report was given.  Vice-Chairperson communicated to everyone that Commissioner Slicer has presented a letter of resignation to Chairperson Anthony.

Report from Mr. DeMaio, Liaison, Inland/Wetlands:
Commissioner DeMaio did not attend.


Report from Mr. Carino, Liaison, Water Pollution Control Authority:
Vice-Chairperson Carino reported that he attended the November 5, 2003 Water Pollution Control Authority meeting.  An application was received for a commercial business to be located at 601-B Sullivan Avenue, South Windsor, CT.  This is a commercial building and apparently has been connected to the sewer for some time.  No permit was located and sewer user charges have not been collected from the property owner. The applicant is interested in leasing out the space at this address to open a bakery; they would like to open it in advance of the upcoming holiday season.

As a final result, Commissioner Carino informed that conditional approval for 35 days was granted to allow the bakeshop to start up the business, under the assumption that all Town requirements are met for the sewer line.

Report from the Marketing/Communications Sub Committee:
Chairperson Anthony did not attend the meeting; there is nothing new to report.

b) Report from Commissioner David Fields of the Business Retention Sub-Committee:
Commissioner Lillis had nothing new to report.

c)   Report from Research Analysis/Recommendations Sub-Committee:
Chairperson Anthony did not attend the meeting; there is nothing new to report.

NEW BUSINESS

None

GENERAL DISCUSSION/CORRESPONDENCE
General discussion was based on the 601-B Sullivan Avenue sewer situation, in which the Town obviously lost revenue over the years.  Commissioner Mitchell wanted to discuss this situation and wondered how many other business in town have the same problem and questioned how diligent the Water Pollution Control Authority was in monitoring this situation.

Vice-Chairperson Carino responded that the Water Pollution Control Authority makes a determination on every application they receive.  If there is evidence that our improper connection is made, the issue is investigated and appropriate action is taken to correct the error.

ADJOURNMENT

A motion to adjourn the meeting at 8:10 p.m. was made by Commissioner Murtha, seconded by Commissioner Lillis and unanimously passed.
