DEMOLITION DELAY COMMITTEE MEETING MINUTES
April 10, 2014
1.~~~~ Call Meeting to Order:
The Demolition Delay Committee meeting was called to order by Chairperson Art Utay at 7:35 pm.

2.~~~~~Roll Call:  
  • Members present: Art Utay, Virginia Macro, Walter FitzPatrick, and Wayne McKinney
  • Members absent:  Viney Wilson.
3.~~~~ Public Participation:
  • None
4.~~~~ Approval of Minutes:
  • Motion by member Utay, seconded by member McKinney, was made to approve the minutes of the regular meeting held on December 5, 2013.  The motion carried unanimously.
5.~~~~ Old Business:  

  • Chairperson Utay reported that all information on three cases already handled by DDC is being converted to Adobe Acrobat format for inclusion on the DDC website.  Each file will include photographs, a timeline of the process and the date of demolition.
6.~~~~ New Business:  
  • Motion by member Macro seconded by member McKinney, was made to thank Mr. Giannamore for presenting plans for a garage modification at 852 Main St. which intends to incorporate materials from an existing rear shed into a second floor addition on the same footprint.  It is determined that the proposed modification does not meet the criteria for demolition and DDC action is not required. The motion carried unanimously.
  • It was discussed that the demolition permit process within the building department for the proposed modifications at 852 Main St. was confusing to applicant; the permit was not accepted, due to possible DDC involvement, and the potential need for more information.  Chairperson Utay will discuss with the Building Department how to avoid a similar situation in the future.
  • Chairperson Utay discussed that he would be contacting other towns with demolition delay controls to benchmark how their process works relative to how and when the building departments and delay committees get involved. For example, East Hartford has a letter of intent in the process (prior to an official permit request) which may help to streamline the process for some applications.  The intent would be to adapt any beneficial changes to the current S.W. process that are identified.

  • The next regular Demolition Delay Committee meeting will be May 1, 2014, at 7:30 PM.
8.~~~~ Adjournment
  • Member Fitzpatrick moved to adjourn at 8:15 pm.  Second by member Macro.  The motion carried unanimously.
