1.     Call Meeting to Order:
•       Chairperson Utay called the meeting to order at 7:35 PM.

2.     Roll Call:  
•       Members present: Walt FitzPatrick, Wayne McKinney, Virigina Macro, and Art Utay,
•       Members absent:  Viney Wilson

3.     Public Participation:
•       None

4.     Approval of Minutes:
•       Motion by member FitzPatrick, seconded by member McKinney, was made to approve the minutes of the regular meeting held on June 6, 2013.  The motion carried unanimously.

5.     Old Business:  
•       1146 Main Street was discussed.  Ginny Macro spoke with Greg Farmer and asked that he continue efforts to identify a party that would be willing to approach the Kashetas about the house.  To date, Mr. Farmer has had no responses to the advertisement the CT Trust Preservation News.

It was suggested the DDC create an advertisement marketing the property for the Journal-Inquirer. Member Macro agreed to create the ad and get it to the JI for publication.

As the 180 day demolition delay imposed on the property by the DDC is coming to an end on August 27, 2013, a discussion as to what actions, if any, the DDC should take was held. It was decided to wait until the Kashetas request the demolition permit, then approach them to ‘blueprint’ the house for historical purposes prior to any actual demolition.
•       The Building Department demolition application procedure was discussed with Chris Dugan.  The general procedures outlined in the Demolition Delay Ordinance were acceptable to Mr. Dugan, but Chairperson Utay will meet with his staff to ensure the detailed procedure aligns with current Building Department practices.

Mr. Dugan requested help with interpretation of the Ordinance. He requires clarification as to whether the ordinance applies to complete or partial demolitions. For example, if a homeowner wants to add an addition that requires demolition of an existing feature of the house, does that trigger the Demolition Delay Ordinance if the building is over 75 years old? The DDC members agreed to review the ordinance and create guidelines for Mr. Dugan and his staff for partial demolition applications.

He also desires an automatic method of checking the age of property for both demolition applications as well as building permits.  He would like to know if IT can program a trigger that will flag the building department at the time of the application.

6.     New Business:
•       Status of DDC web page on Town website. Drew Guild of the Town’s IT department has created a web page incorporating elements forwarded to him by member Utay consistent with the webpage formats of other Town boards. DDC members were encouraged to beta test the site before release to the general public. Initial reviews were positive with direction to Chairperson Utay to streamline the DDC process graphic to improve readability. Once this action is completed, Mr. Guild will be given the go-ahead to go live with the webpage.

7.     Administration
•       There is no meeting scheduled for August. The next regular Demolition Delay Committee meeting will be September 9.

8.     Adjournment
•       Member McKinney moved to adjourn the meeting at 8:53 PM; seconded by member FitzPatrick.  The motion carried unanimously.
