7.      Adoption of Minutes of Previous Meetings

        BE IT RESOLVED that the South Windsor Town Council approves the Minutes of the following Town Council Meetings:  Work Session Meeting of September 4, 2012; Public Hearing Minutes of September 4, 2012; and Regular Meeting of September 4, 2012.

        Motion to approve Agenda Item 13. A., through 13. B. as the Consent Agenda.
        (Please read dark headings, only, on Consent Agenda items.)

BE IT RESOLVED that the South Windsor Town Council hereby appoints Stephen Wagner (D) to the Planning & Zoning Commission for a term ending November 14, 2015 to fill the unexpired term of Frank Bonzani.

* B.    Resolution Appointing Joseph Kennedy, Jr. (D) a Full Member to the Zoning Board of Appeals

BE IT RESOLVED that the South Windsor Town Council hereby appoints Joseph Kennedy, Jr. (D) to the Zoning Board of Appeals for a term ending November 30, 2015 to fill the unexpired term of Stephen Wagner

14.     New Business

A.      Resolution Appointing the South Windsor Public Building Commission to Develop Conceptual Plans for the Expansion of the Charles Enes Community Center
(Councillor Prague)

        BE IT RESOLVED that the South Windsor Town Council hereby appoints the South Windsor Public Building Commission to develop conceptual plans including rough design, square footage and approximate cost for the expansion of the Charles Enes Community Center for use by all South Windsor residents; and

BE IT FURTHER RESOLVED that the expansion to consist of approximately 10,000 square feet and cost no more than $1,850,0000; and

BE IT FURTHER RESOVED that Councillor M. Saud Anwar and Councillor Cary Prague will work with the Public Building Commission to investigate, research and present a plan to the Town Council at a future date to accomplish the goal of providing additional space in the Charles Enes Community Center.   

B.      Resolution Approving the Transfer of $30,000 from the Contingency Account to the Public Building Commission Budget
(Councillor Anwar)

BE IT RESOLVED that the South Windsor Town Council hereby approves the transfer of $30,000 from the Contingency Account to the Public Building Commission Budget for expenses necessary to prepare a conceptual plan including rough design, square footage and approximate cost for the Charles Enes Community Center expansion.

C.      Resolution Approving the Transfer of $30,487.92 from Contingency to the Registrar of Voters Budget
(Councillor Snyder)

BE IT RESOLVED that the South Windsor Town Council hereby approves the transfer of $30,487.92 from the Contingency Account to the Registrar of Voters Budget to cover costs associated with the US Senate Primaries held on August 14, 2012 and the Special Election held on August 21, 2012.

D.      Resolution Approving the Transfer of $5,646 from the Town Clerk Professional Account to Various General Fund Operating Budgets

BE IT RESOLVED that the South Windsor Town Council hereby approves a transfer of $5,646 from the Town Clerk Profession account, to cover the following 2011/2012 expenditures:

  • $159 to the Zoning Board of Appeals Advertising account
  • $5,487 to the Town Attorney Professional account
E.      Resolution Setting a Time and Place for a Public Hearing to Receive Citizen Input on Amendments to the South Windsor Code of Ordinances, Chapter 86, Article III. Sidewalks
(Councillor McCann)

BE IT RESOLVED that the South Windsor Town Council hereby sets Monday, October 1, 2012, at 7:15 p.m., in the Council Chambers of the South Windsor Town Hall, 1540 Sullivan Avenue, South Windsor, Connecticut as the time and place for a Public Hearing to receive citizen input on amendments to the South Windsor Code of Ordinances, Chapter 86, Article III. Sidewalks.

F.      Resolution Authorizing the Town Manager to Enter into a Contract for an Historic Documents Preservation Grant with the Connecticut State Library        
(Councillor Anwar)

BE IT RESOLVED that the South Windsor Town Council hereby authorizes Matthew B. Galligan, South Windsor Town Manager to execute and deliver in the name and on behalf of this municipality a contract with the Connecticut State Library for an Historic Documents Preservation Grant.

G.      Discussion item:  Opportunity for New Budget Procedure for 2013/2014, (requested by Councillor Prague)

BE IT RESOLVED that the South Windsor Town Council hereby adopts an amendment to Ordinance #190 – Demolition Delay Ordinance, as shown in attached Exhibit A.
