7.      Adoption of Minutes of Previous Meetings

        BE IT RESOLVED that the South Windsor Town Council approves the Minutes of the following Town Council Meetings:  Work Session Meeting of October 17, 2011; Regular Meeting of October 17, 2011; Emergency Meeting of November 4, 2011; and Organizational Meeting of November 14, 2011.

A.      Resolution Appointing Joan Walsh (D) to the Board of Assessment Appeals
(Councillor Yagaloff)

BE IT RESOLVED that the South Windsor Town Council hereby appoints Joan Walsh (D) to the Board of Assessment Appeals for a term ending November 30, 2011 to fill the unexpired term of Thomas Barrett.

A.      Resolution Authorizing the Sale or Disposal of Surplus Vehicles
(Councillor Snyder)

BE IT RESOLVED that the South Windsor Town Council hereby declares the following Police Department vehicles to be “surplus equipment” and authorizes Town Manager Matthew B. Galligan to sell, or otherwise dispose of the following:

  • 1998 GMC Jimmy, VIN #1GKCS18W1WK501230, odometer reading of 80,681
  • 2006 Segway XT Police Model Serial #062211021378

BE IT RESOLVED that the South Windsor Town Council hereby accepts the deed for a street within the following Subdivision:

        Rye Springs Subdivision

        Saxton Lane     -     110 linear feet

C.      Resolution Setting a Time and Place for a Public Hearing to Receive Citizen Input on a Proposed Ordinance Establishing Regulations of Hair Salons, Nail Salons, Barber Shops and Tattoo Parlors
(Councillor Prague)

BE IT RESOLVED that the South Windsor Town Council hereby sets Monday, December 5, 2011, at 7:15 p.m., in the Council Chambers of the South Windsor Town Hall, 1540 Sullivan Avenue, South Windsor, Connecticut as the time and place for a Public Hearing to receive citizen input on a proposed Ordinance establishing “Regulations of Hair Salons, Nail Salons, Barber Shops and Tattoo Parlors”.

D.      Resolution Setting a Time and Place for a Public Hearing to Receive Citizen Input on a Proposed Ordinance Establishing Regulations of Food Establishments, Water Supply Wells and Subsurface Sewage Disposal Systems

BE IT RESOLVED that the South Windsor Town Council hereby sets Monday, December 5, 2011, at 7:30 p.m., in the Council Chambers of the South Windsor Town Hall, 1540 Sullivan Avenue, South Windsor, Connecticut as the time and place for a Public Hearing to receive citizen input on a proposed Ordinance establishing “Regulations of Food Establishments, Water Supply Wells and Subsurface Sewage Disposal Systems”.

17.     New Business (Continued)

E.      Resolution Authorizing the Town Manager to Negotiate with Connecticut Light & Power for the Installation of Four Poles on West Road
(Councillor McCann)

WHEREAS, it has come to the attention of the South Windsor Town Council, after the construction of the new Company 3 Firehouse, that there have been issues with electricity on West Road that need to be addressed; and

WHEREAS, a definite loop system needs to be installed on West Road so that power can be restored quickly to residents, as well as the Public Works Town Garage and Company 3 Firehouse during emergency situations; and

WHEREAS, these poles will also be used to install fiber optic lines that will connect the Firehouse, Public Works Town Garage, Town Hall and the Police Department in conjunction with the Town of South Windsor’s emergency management planning activities

NOW, THEREFORE, BE IT RESOLVED that the South Windsor Town Council hereby authorizes Town Manager, Matthew B. Galligan to start negotiations for the installation of four poles to service West Road residents as well as the Town of South Windsor public buildings; and

BE IT FURTHER RESOLVED that Town Manager, Matthew B. Galligan will bring back to the Town Council the costs associated with this project for final approval.

F.      Resolution Approving a Refund of Taxes to Twenty-Eight (28) South Windsor Taxpayers
(Councillor Beaulieu)

BE IT RESOLVED that the South Windsor Town Council hereby approves a refund of property taxes to twenty-eight (28) South Windsor Taxpayers, the total of said refund being $3,528.66, and as more fully described on attached Exhibit A.
