PUBLIC HEARING MINUTES

April 27, 2015
8:00 p.m.

South Windsor Town Council

PURPOSE:        To receive citizen on the proposed General Government Budget for Fiscal Year 2015/2016


Mayor Anwar called the Public Hearing to order at 8:00 p.m.; and requested that the Clerk of the Council read the call of the meeting (a copy of which is attached hereto).  There were approximately twenty-one (21) people present in the audience.

Mayor Anwar asked if there was anyone from the public that would like to speak.

Public

Mr. Don Gonsalves, 40 Bayberry Trail requested that the Town Council give a definition of a capital project and how it is financed.

Mr. Robert Dziedzic, 271 Avery Street stated perhaps the Town can not afford to fund an all day Kindergarten program.  Mr. Dziedzic questioned if the Board of Education saved any money this year on fuel oil and if so where are those savings.  The Human Services Department should be consulted on how many families they needed to help this past year.

Councilor Delnicki read three letters into the record.  Ms. Carolyn Liebler, Mr. Adam Rich, and  Ms. Kelly Jacobs all speaking in opposition to a tax increase.

Ms. Michelle Haudegand, 551 Foster Street came forward to speak in favor of the proposed budget.  Ms. Haudegand stated that she would like to see South Windsor stay competitive with other surrounding Towns, have the high school have an 8 period day reinstated, and does not want to see full day Kindergarten go away.
Following comments from the Public, Mayor Anwar asked for a Straw Vote, the results of which were as follows:

Those supporting the General Government Budget as submitted:  - 6

Those in opposition of the General Government Budget as submitted:  - 4

The public hearing was closed at 8:12 p.m.
