PUBLIC HEARING MINUTES

December 1, 2014
8:00 p.m.

South Windsor Town Council

PURPOSE:        To receive citizen input on Amendments to the South Windsor Code of Ordinances, Chapter 98 – Utilities, Article II.  Water Pollution Control Authority, Section 98-31 – Establishment; Membership

Mayor Anwar called the Public Hearing to order at 8:00 p.m.; and requested that the Clerk of the Council read the call of the meeting (a copy of which is attached hereto).  There were approximately seven (7) people present in the audience.

Councilor Wagner explained that this is the only Board or Commission in Town that has a 6 year term and it was felt that a 4 year term would be more appropriate.  The proposed amendment to the ordinance establishes a 4 year term and also provides for transition terms should this be approved.  The current members would be reappointed to a transition term so they would continue on the Commission.  The Statute requires that no more then half of the terms expire in any given calendar year and currently there are four terms that expire in 2017 so that will be fixed.  One year there will be three members appointed/reappointed, the following year there will be one member appointed/reappointed and then the following year after that three more members will be appointed/reappointed.  With these changes, two members will be reappointed sooner then their current term.  The rest of the membership will serve out the remainder of their terms.  

Mayor Anwar asked if there was anyone from the public that would like to speak.

Mr. Richard Aries, Chairman of the WPCA came forward and explained that the WPCA has discussed this proposed ordinance.  The Commission is very neutral on this proposed ordinance and do not view it as anything that will cause any problems for the Commission because the Commission was given assurances by the Town Council Liaison that this is not being proposed in an attempt to alter the current membership or current methods that the WPCA operates by.  The WPCA membership feels that it takes a number of years to get an understanding of the sewer system but it appears that the Council is not discussing altering the appointment process and members who wish to remain members will very likely be reappointed by their party.

Mayor Anwar then asked for a Straw Vote from the public.
