PUBLIC HEARING MINUTES

July 21, 2014
8:00 p.m.

South Windsor Town Council

PURPOSE:        To receive citizen input on amendments to Section 2-526 of the Code of Ordinances of the Town of South Windsor concerning the “Director, Officers and Other personnel of the Department of Finance”

Mayor Anwar called the Public Hearing to order at 8:00 p.m.; and requested that the Clerk of the Council read the call of the meeting (a copy of which is attached hereto).

Mr. Galligan explained that during union negotiations the titles for the two Staff Accountants were changed to titles that would better be associated with their roles in the Finance Department, (Accounts Payable Accountant and Cash Receipts-General Ledger Accountant).  When changing titles in the Finance Department the Charter requires that a public hearing be held.  

Mayor Anwar asked if there was anyone from the public that would like to speak.

Mr. Don Gonsalves, 40 Bayberry Trail came forward and explained that the way it is written up in the newspaper is inconceivable and should have been written to better describe what was happening so the public would know what is being proposed.  Mr. Gonsalves stated that he is not against what is being proposed but feels the legal notice should be rewritten and a public hearing re-scheduled.

Mayor Anwar then asked for a Straw Vote from the public.

The public hearing was closed at 8:09 p.m.
