TOWN COUNCIL – Special Budget Meeting
Council Chambers – South Windsor Town Hall

1.      Call Meeting to Order

Mayor Anwar called the Special Budget Meeting to order at 7:00 p.m.  

2.      Roll Call

Members Present:        Mayor M. Saud Anwar
        Councilor Thomas Delnicki
        Councilor Carolyn Mirek
        Councilor Liz Pendleton
        Councilor Janice Snyder

Members Absent: Deputy Mayor Edward Havens
        Councilor Cary Prague
        Councilor Stephen Wagner
        Councilor Keith Yagaloff

Also Present:   Matthew B. Galligan, Town Manager

3.      Public Participation

None

4.      Communications

Councilor Snyder thanked the South Windsor voters for supporting the Elementary School Plan for the new Orchard Hill School.  This project consists of three phases and what was approved is Phase I of the project.

5.      Consent Agenda

None

6.      Special New Business

A.      Capital Projects Budget Presentation

Mr. Galligan reviewed the projects that the Capital Projects Committee is proposing, as shown in attached Exhibit A.  

Answering questions from the Council, Mr. Galligan explained that items that are marked 100 under priority are safety/code requirements.  The items on the list that are checked are the ones that are considered priority at this time.

Mr. Ray Favreau, Director of the Parks & Recreation Department explained that there are two ADA upgrades to the Town pool that are necessary.  The chair lift at the pool and the hand rails both need to be upgraded.  These items could be taken care of during the swim season but would be better to do when it is off season.  

Mr. Galligan suggested that an Ordinance be established for capital projects to try to make sure that items stay in place.  The Ordinance could be changed by other Councils but it would need to be done by holding a public hearing.  

Mr. Galligan stated he would get the following items requested by Council members to the whole Town Council:

  • How many btu’s the Town Hall furnace is.
  • Analysis on oil versus gas.
  • Life expectancy of items on the list.
  • When requests were first made for each item on the Capital Projects list.
B.      Information Technologies Department Budget Presentation

Mr. Scott Roberts, Director of IT reviewed with the Council the increases to the Information Technology budget, as shown in attached Exhibit B.

Answering questions from the Council, Mr. Roberts explained that South Windsor has a contract for services with Tolland and Coventry.  South Windsor is covering all costs associated with each Town and is able to put some funds away in case an emergency arises in the future.  The maintenance contract account goes up approximately 4% to 5% each year.  The printing account is a centralized account for all of the departments.  In the office equipment account there is an increase because last year this account was under Capital Projects and it has been put back into the IT Department budget this year.  

Councilor Delnicki requested that the Town Council get an accounting of the revenues in the Special Revenue Fund.  

Council members discussed the ability for the IT Department to create a new website that is more user friendly.  After a lengthy discussion regarding specific items the Council would like to see on the website, Mr. Roberts stated he would work on this request and bring a sample of what South Windsor’s website could look like potentially.  Costs will be given to the Council also.

C.      Resolution Setting a Time and Place for a Public Hearing on the Proposed General Government Budget for Fiscal Year 2014/2015

BE IT RESOLVED that the South Windsor Town Council hereby sets Wednesday, April 23, 2014, at 7:00 p.m., in the Council Chambers of the South Windsor Town Hall, 1540 Sullivan Avenue, South Windsor, Connecticut as the time and place for a Public Hearing to receive citizen input on the proposed General Government Budget for Fiscal Year 2014/2015.

Was made by Councilor Pendleton
Seconded by Councilor Delnicki
The motion was approved, unanimously

D.      Resolution Setting a Time and Place for a Public Hearing on the Proposed Board of Education Budget for Fiscal Year 2014/2015

BE IT RESOLVED that the South Windsor Town Council hereby sets Tuesday,  April 8, 2014, at 7:00 p.m., Timothy Edwards Middle School, Room Alt. #6, 100 Arnold Way, South Windsor, Connecticut as the time and place for a Public Hearing to receive citizen input on the proposed Board of Education Budget for Fiscal Year 2014/2015.

Was made by Councilor Snyder
Seconded by Councilor Delnicki
The motion was approved, unanimously

7.      Executive Session

At 8:25 p.m. Councilor Delnicki made a motion to go into Executive Session for 3 potential claims and litigation.  Councilor Pendleton seconded the motion; and it was approved, unanimously.

At 6:45 p.m. Mayor Anwar made a motion to adjourn the Special Meeting.  Councilor Delnicki seconded the motion; and it was approved, unanimously.

The following individuals went into Executive Session:  Mayor Anwar, Councilor Delnicki, Councilor Mirek, Councilor Pendleton and Councilor Snyder.

7.      Executive Session (Continued)

At 9:06 p.m. Councilor Snyder made a motion to adjourn the Executive Session.  Councilor Pendleton seconded the motion; and it was approved, unanimously.
