PUBLIC HEARING MINUTES
February 18, 2014
8:00 p.m.
South Windsor Town Council
PURPOSE: To receive citizen input on a Proposed Ordinance
Concerning Referenda for Leases or Other Expenditures having a Cost Equal to or Exceeding One Million Dollars ($1,000,000.00)
Mayor Anwar called the Public Hearing to order at 8:00 p.m.; and requested that the Clerk of the Council read the call of the meeting (a copy of which is attached hereto). There were approximately seventeen (17) people present in the audience.
Mayor Anwar asked if there was anyone from the public that would like to speak.
Mr. Kevin McCann from 170 Lisa Drive came before the Council. Mr. McCann urged the Mayor to keep this public hearing open and continue it to the next Regularly scheduled meeting because of the weather which could have kept the public away. Mr. McCann then stated that he understands what the Council is proposing to do here which is an Ordinance to restrict Council from actions in entering into leasing or other financing arrangements for expenditures over $1,000,000. without going to referenda first. A Council can not bind a future Council so even if the Ordinance were passed, it would only bind the present Council. When a new Council is seated, it will not be binding on that Council. An Ordinance is typically passed in order to regulate activities of the citizens of the Town and should not be used to restrict the
powers of Town Council.
Mayor Anwar then asked for a Straw Vote, the results of which were as follows:
Those supporting the proposed Ordinance Concerning Referenda for Leases or Other Expenditures having a Cost Equal to or Exceeding One Million Dollars: 0
Those in opposition of the proposed Ordinance Concerning Referenda for Leases or Other Expenditures having a Cost Equal to or Exceeding One Million Dollars: 3
The public hearing was closed at 8:03 p.m.
