TOWN COUNCIL – Organizational Meeting
Council Chambers – South Windsor Town Hall


Prior to the commencement of the Program, a “Flag Ceremony,” followed by the Pledge of Allegiance was led by representatives from South Windsor’s Boy Scout Troop 880.

1.      Call Meeting to Order

Town Clerk Lori Trahan called the Organizational Meeting to order at 8:05 p.m.

2.      Invocation

Chaplin Jeffrey Glickman delivered the Invocation.

3.      Administering of Oath of Office to Town Council Members by the Town Clerk

        Town Clerk Lori Trahan called for nominations for election of a Mayor by the Town Council for a term of office ending November 9, 2015, or until a successor is chosen and seated.

Councilor Yagaloff made a motion to nominate Saud Anwar as Mayor for a term ending November 9, 2015, or until a successor is chosen and seated.  The motion was seconded by Councilor Mirek.  

There being no further nominations, the Town Clerk asked the following:

“All those in favor of the nomination of Saud Anwar as Mayor, please signify by saying ‘Aye’.”  There being a unanimous response, the Town Clerk then declared Saud Anwar duly elected as Mayor of South Windsor in accordance with the motion adopted.

5.      Election of a Deputy Mayor by the Town Council for a Term of Office Ending November 9, 2015, or until a Successor is Chosen and Seated

Mayor Anwar called for nominations for election of a Deputy Mayor by the Town Council for a term of office ending November 9, 2015, or until a successor is chosen and seated.

Councilor Pendleton made a motion to nominate Edward Havens as Deputy Mayor for a term ending November 9, 2015, or until a successor is chosen and seated.  The motion was seconded by Councilor Yagaloff and was unanimously approved.

6.      Appointment of a Clerk of the Council by the Town Council

Councilor Prague made a motion to appoint Deborah W. Reid as Clerk of the Council for a term ending November 9, 2015, or until a successor is chosen and seated.  The motion was seconded by Councilor Yagaloff and was unanimously approved.

7.      Setting of a Time and Place for Regular Council Meetings

Councilor Mirek made the following motion:

BE IT RESOLVED that the next Regular Meeting of the South Windsor Town Council be set for Monday, November 18, 2013, at 8:00 p.m. in the Council Chambers of the South Windsor Town Hall; and the previous Council schedule of Regular Meetings be adopted pending Council approval of permanent Rules and Procedures.

The motion was seconded by Councilor Delnicki and was unanimously approved.

Adoption of Rules and Procedures for the Town Council which Include the Method for the Calling of Special Meetings

Councilor Delnicki made the following motion:

BE IT RESOLVED that the Rules and Procedures of the previous Council be adopted as this Council’s Rules, including the method for the calling of Special Meetings.

The motion was seconded by Councilor Yagaloff and was unanimously approved.

9.      Administering of Oath of Office to Other Elected Officials by the Town Clerk

10.     Remarks by the New Mayor

Mayor Anwar began his remarks by stating he is honored to be in front of everyone as the Mayor of our beautiful Town.  Mayor Anwar then thanked the voters and his fellow Council members for their trust and stated he will do his best to fulfill everyone’s expectations and represent all of the residents of South Windsor.  Mayor Anwar also thanked the members of his family for their support.  

As South Windsor’s new Mayor, Mayor Anwar stated he has tried to learn from the distinguished predecessors who are a tough act to follow.  In particular, Mayor Delnicki who is a friend and also a model showing openness and impartiality.  As stated at the last Town Council Meeting, Mayor Anwar said he has learned a lot from former Deputy Mayor Bazzano, Councilor McCann and Councilor Beaulieu and thanked them for their service to the Town.  It is a pleasure to have the returning Council members, Deputy Mayor Havens, Councilor Yagaloff, Councilor Prague, Councilor Delnicki and Councilor Snyder.  We all have a shared goal of making our Town better, even if we may differ on some things with respect on how to reach our goals.  Mayor Anwar welcomed our new members to the Council; Councilor Wagner, Councilor Mirek and Councilor Pendleton.

Our Town is one body with different components and in order for our Town to remain healthy; the Town Council needs to make sure all of the components are balanced and healthy.  There is a need for a balance between the Town’s infrastructure needs while managing expenses and stabilizing taxes.  The Town’s industry needs to be increased by attracting new businesses.  Becoming even more business friendly is amongst our goals.  

Mayor Anwar stated he and the Town Council represent all of the residents in the Town of South Windsor.  

Mayor Anwar explained that he would continue to have office hours and is hopeful to increase those office hours to meet with residents.

Access, transparency, fairness and a collective vision is what Mayor Anwar pledges to the community.

Mayor Anwar then invited those who are interest to come to the Rasham Restaurant at 577 John Fitch Boulevard for a reception.  Mayor Anwar informed the public that part of the proceeds for the reception were donated to the South Windsor Food and Fuel Bank.  Payment that he would be receiving for being Mayor will also be donated to the South Windsor Food and Fuel Bank.

Mayor Anwar requested that all community members participate in the Town Council meetings.

12.     Adjournment

A motion to adjourn was made at 8:47 p.m. by Councilor Snyder.  It was seconded by Councilor Yagaloff and was unanimously approved.
