PUBLIC HEARING MINUTES

June 17, 2013
7:30 p.m.

South Windsor Town Council

PURPOSE:        To receive citizen input on the Appropriation of approximately $180,000 of LoCIP Funds for the paving of the Fire Department Headquarters driveway and a drainage project on Ridge Road

Mayor Delnicki called the Public Hearing to order at 7:30 p.m.; and requested that the Clerk of the Council read the call of the meeting (a copy of which is attached hereto).  There were approximately fifteen (15) people present in the audience.

Mr. Galligan stated that cost of the materials to do the paving at the Fire Department Headquarters driveway came in at about $62,000.  The LoCIP funds should go up to $70,000 because the previous number given is without any contingencies.  

Mayor Delnicki stated that the amount would then be $190,000 of LoCIP Funds.

Mr. Jeff Doolittle, Town Engineer came forward and explained that the proposal for the paving of the Fire Department Headquarters driveway includes reconstructing the front ramp from the building out to Ellington Road.  A concrete pad will be installed for the majority of the area so when trucks are pulled out they will be on a concrete pad that will last longer then pavement.  There will still be about 30’ of pavement from the pad to the street.  Parking spaces to the east of the building will be paved with asphalt.  Mr. Billy Mitchell has offered to help the Town with this project.

The Ridge Road drainage project has been on the Capital Improvement Plan to install some drainage in that road.  The plans are conceptual at this point.  On Ridge Road there is a lot of standing water because there is no drainage to pick it up.  This project is to install drainage in the road which would pick up the water as it comes out in the road.  It will not take care of all of the water problems in yards and basements because there is too much ground water in the area.

Mayor Delnicki asked if there was anyone from the public that would like to speak.

Public

Ms. Anna Mae Davis, 9 Ridge Road came before the Town Council and urged the Council to pass the resolution so that there is enough money to at least alleviate some of the water.  The neighborhood understands that it will never be completely gone because this neighborhood is built on a spring.
