PUBLIC HEARING MINUTES
April 9, 2013

PURPOSE: To receive citizen input on the Proposed Board of Education Budget for Fiscal Year 2013/2014
Mayor Delnicki called the Public Hearing to order at 7:30 p.m.; and requested that the Clerk of the Council read the call of the meeting (a copy of which is attached hereto). There were approximately five (5) people present in the audience.
Mayor Delnicki requested that Chairperson David Joy give the public a quick overview of the proposed budget.
Chairperson Joy explained that the proposed budget for this year is $68,123,940 which is a 3.97% increase or $2,603,979. The three main drivers of this increase are for the cost of special education, contractual obligations and full day kindergarten.
Mayor Delnicki asked if there was anyone from the public that would like to speak.
Public
Ms. Wendy Glatt, 77 Woodland Drive came forward to speak in favor the Board of Education budget as proposed stating that people move to South Windsor because of the school system. Providing a full day for kindergarten will help with the demands put on the children.
Mr. Larry Torff, 521 Quarry Brook Drive came forward and stated that he is in support of the Board of Education budget but felt that because of a declining enrollment, the Board of Education should consider eliminating the use of one elementary school.
Following comments from the Board of Education, Mayor Delnicki asked for a Straw Vote, the results of which were as follows:
Those supporting the School Budget as submitted to the Town Council: - 3
Those in opposition to the School Budget as submitted to the Town Council: - 0
Those in favor of increasing the School Budget from what was submitted to the Town Council: - 0
The public hearing was closed at 7:44 p.m.
